<br />Assistant City Administrator Nelson stated that she thinks it can be on the agenda for January 27, <br />2009. She reiterated her suggestion to bring forward the recommendations from the Evaluation <br />Panel. ! <br /> <br />Councilmember Jeffrey stated that he feels that is an artificial screening process. He stated that <br />he does not think the Personnel Committee should be a pre-screening device with the changes <br />that are being discussed. He stated that he thinks everyone needs to be thrown back into the pool <br />for the whole process. <br /> <br />City Administrator Ulrich stated that since this is policy, he asked if the Council can usurp their <br />authority and conduct interviews as the policy is amended. <br /> <br />City Attorney Goodrich stated that he thinks that would be fine and either way it will be done by <br />February 1. He stated that the only thing that would not take effect is the change in term <br />expiration dates. <br /> <br />Councilmember Dehen stated that he would like to set up a date for interviews tonight so it can <br />move forward. <br /> <br />Councilmember McGlone asked if the application process has been closed. <br /> <br />Assistant City Administrator Nelson stated that it is usually left open-ended. <br /> <br />Mayor Ramsey stated that he would personally like to advertise one more time and point out <br />there is a change in policy and that everyone will be considered on equal ground with no favor <br />paid to incumbents. <br /> <br />Councilmember Dehen stated that is fine, but the City is trying to fill the positions and he does <br />not want this to take too long. <br /> <br />Assistant City Administrator Nelson stated that the current newsletter would go out at the end of <br />January. <br /> <br />Mayor Ramsey suggested that it at least be posted on the website. <br /> <br />City Administrator Ulrich stated that it could be put in the utility bill insert also. <br /> <br />Councilmember Dehen asked if interviews would be held in mid-February. <br /> <br />Assistant City Administrator Nelson stated that interviews would probably be at the end of <br />February, to give people time to respond to the new ads. <br /> <br />Councilmember Look suggested that it be stated that there is a limited time to apply for the <br />interview process, so it does not drag out longer than necessary. <br /> <br />City Council Work Session /January 6, 2009 <br />Page 9 of 16 <br />
