<br />Councilmember Dehen asked about the process for getting quotes for various projects. <br /> <br />Public Works Director Olson stated that the competitive bidding process is described in the <br />packet for certain dollar amounts. <br /> <br />Finance Officer Lund noted there are exceptions to competitive bidding as outlined by State <br />Statute. <br /> <br />Councilmember Dehen asked how people can become part of the "pool" that is asked to provide <br />bids. <br /> <br />Public Works Director Olson stated that people could ask to be included in the list. <br /> <br />Councilmember Dehen stated that he isn't opposed to having a select group for a non-RFP <br />project as long as the pool of applicants is larger than three, e~pecially now with the economy, <br />because people are "hungry". <br /> <br />Public Works Director Olson asked if this is about contracts. <br /> <br />Councilmember Dehen stated that he is talking about anything sizable, such as an irrigation <br />project, over $25,000 or $30,000. He asked if there was any liability incurred through the bid <br />process, not an RFP, and somebody was missed. <br /> <br />City Attorney Goodrich stated that if the City is following a bid process it is advertised and <br />nothing is sent out to people asking for bids. He stated that in the RFP process, information is <br />sent out. He stated that the quote process is different than both the bid and RFP process. <br /> <br />Councilmember Dehen stated that he thinks it is good policy for City expenditures to have a <br />significant pool of people so whoever makes the decision has the information. <br /> <br />City Administrator Ulrich suggested that the purchasing policy be discussed at a future Work <br />Session because it includes detailed information. <br /> <br />Councilmetnber McGlone stated that times are bad and people are hungry so there will be more <br />bids and he is concerned that this may open up the City to every Tom, Dick and Harry. He stated <br />for instance, it is easier to check insurance on 6 people rather than 600 people. <br /> <br />Mayor Ramsey stated that he feels the discussion is getting too deep and his question is whether <br />the City wants to get competitive bids for the consulting services. <br /> <br />Councilmember Dehen stated that this group of people does not require RFPs, and asked if the <br />City is thinking of making it like an RFP process. <br /> <br />Mayor Ramsey asked why the City has two engineering firms. <br /> <br />City Council Work Session /January 6, 2009 <br />Page 11 of 16 <br />
