<br />Public Works Director Olson stated that no engineering firm is acting as City Engineer. He <br />stated that these firms are used for specific projects and he looks at which firm would be better <br />for individual projects. He stated that he would be hesitant to specifically name one engineering <br />firm as the consultant for the City. <br />\ <br /> <br />Councilmember Dehen stated that he seems to be drawing a distinction between jobs that people <br />do periodically as opposed to someone working regularly with the City. <br /> <br />Councilmember J~ffrey stated that this is the first Council he has served on where there is <br />someone who works for the.City that also serves on the Council, Councilmember McGlone, and <br />asked if there were any issues because of this. <br /> <br />City Attorney Goodrich stated that there is a complicated process to follow. <br /> <br />City Administrator Ulrich reviewed the process in this situation. <br /> <br />Councilmember Wise asked whether it makes sense to put out RFPs for some types of <br />engineering work. <br /> <br />Public Works Director Olson stated that he generally puts out RFPs for projects are over $15,000 <br />to $20,000 and noted that the Council has ultimate say on those. He stated that developers can <br />hire their own engineers but the City feels it is important to hire our own consultants for certain <br />things, such as, soil testers. <br /> <br />City Administrator Ulrich stated that he had included the list of consultants so the Council could <br />get a look at what our costs have been for consulting services. <br /> <br />Councilmember Look asked if there was an out clause, for example, with Northstar Towing. <br /> <br />City Attorney Goodrich stated that the contract could be terminated with 30 days notice. He <br />stated that most of these contracts have an out clause. <br /> <br />Councilmember Look asked if a towing company could give the City free towing. <br /> <br />Assistant City Administrator Nelson stated that she thinks they do tow our vehicles for free. <br /> <br />Mayor Ramsey asked if there was a consensus to go out for bids or RFPs on some of these <br />services, excluding the engineering services. <br /> <br />Councilmember Look stated that he feels the City should try to consider this for the new budget <br />cycle for 2009. <br /> <br />Councilmember Dehen stated that he is not opposed to that. <br /> <br />Mayor Ramsey stated that he was unsure which of these are contract specific. <br /> <br />City Council Work Session IJanuary 6, 2009 <br />Page 12 of 16 <br />
