<br />street have limited amount of on-site parking. As a result, employees often park on the street <br />and, in some cases, trailers and other commercial vehicles are parked and sometimes unloaded on <br />the street. At the time of review, there were significant snow banks on both sides of Riverdale <br />Drive. Also vehicles were parked on both the north and south side of the road. However, the <br />Committee did observe that vehicles approaching from opposite directions could easily pass one <br />another due to the generous 41- foot road width. Posting the no parking signs will most likely <br />result in relocati~g the parking to non-posted segments of the City street system. The Traffic <br />Review Committee recommended no change. <br /> <br />Councilmember Zimmerman reported that he has noticed semi-trailers unloading cars on <br />Highway #10, but he wasn't sure who they were for. "You would at least think they would pull <br />off onto a City street to unload". He inquired if there are no parking signs there and thought that <br />we had requested the State to post some of these signs. <br /> <br />The Committee suggested requesting the Police Department to monitor the area of Highway #10, <br />east of Sunfish Lake Boulevard, with regard to semi-trailers unloading cars, and to report back <br />the findings. <br /> <br />Mr. Jankowski continued on with the second case. This request, initiated by City staff following <br />phone requests from neighbors, was to consider additional or modified traffic control signage at <br />the intersection of 142nd Avenue and Waco Streets. He explained that this is a three-legged <br />intersection with a 1994 traffic count of 1,319 vehicles per day on the west leg of this <br />intersection. The majority of this traffic follows Waco Street. Normal rules of traffic require the <br />tee ofa three-legged intersection to yield to the through movement. However, because the <br />turning movement on Waco is so predominant, and the through movement from the north leg of <br />Waco to the south leg of 142nd Lane is relatively minor, most motorists traveling eastbound on <br />Waco do not stop. The problem occurs when southbound Waco continuing southbound through <br />the intersection conflicts with northbound Waco, which is not used to yielding as it is legally <br />required. Mr. Jankowski recommended posting a stop sign on the west leg of the intersection. <br /> <br />Councilmember Haas Steffen inquired if there are any stop signs now. <br /> <br />Mr. Jankowski replied there is a stop sign on the southern leg of the intersection. <br /> <br />Councilmember Beyer suggested you could say eastbound and southbound traffic does not stop <br />or put stop signs on all three comers. There is considerable traffic on Waco. <br /> <br />Councilmember Haas Steffen asked about having to meet a warrant condition before you can <br />post a stop sign somewhere. <br /> <br />Mr. Jankowski responded that the warrant for a stop sign is a somewhat soft in that it allows for <br />posting a stop sign where the normal application of right-of-way is "unduly hazardous". Since <br />this is such a predominant movement, people feel they have the right-of-way, even though the <br />rules for right-of-way require they yield to the southbound through movement. <br /> <br />Road and Bridge Committee/January 14, 1997 <br />Page 2 of6 <br />
