She stated that the State of Minnesota also has a grant available that could be <br />"tapped into" which would mean the grant money from the City may not have to be used at all. <br /> <br />Upon inquiry, Mrs. Helling replied that financing staff's time for KAB was allocated from the <br />Landfill Tipping Fee Fund. She explained there is a $740,000 balance in the Fund and that 75¢ on <br />a dollar can be used. Mrs. Helling stated that although this item is not part of this budget, staff <br />time has been an area of discussion and needs to be addressed. <br /> <br />Ms. Peterson stated that KAB feels the work they do is very useful and they would like a Staff <br />person allocated to them. <br /> <br />Mrs. Helling replied that from now until Clean-up Day, Ms. Ott, Administrative Coordinator will <br />serve as the Staff Liaison for KAB. <br /> <br />Upon inquiry about having a household hazardous waste day again, Ms. Peterson stated that <br />Anoka County refuses to assume liability and the City can't plan one with out the County's <br />support. <br /> <br />Councilmember Hardin suggested putting some pressure on the County to do it. <br /> <br />Upon inquiry, with regard to tree giveaways, Ms. Peterson stated the only trees that had to be <br />bought were the 800 sent home with the Ramsey Elementary students. The other 3,000 trees were <br />donated. <br /> <br />Upo.n inquir.y, Ms. Peterson stated that participation in the household battery recycling drop-offs <br />was ~mpress~ve. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to accept KAB's <br />budget as presented. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Beyer and Peterson. Voting No: None. <br /> <br />Case #6: Community Education Budget for 1991 and 1992 <br /> <br />Mrs. Helling asked Ms. Dodge about the Community Education Budget for 1991 and 1992. <br /> <br />Ms. Dodge reported, as a point of information, that the City of Anoka is eliminating their <br />Community Education Coordinators except for two of them and they are pairing their schools <br />together. The City of Ramsey pays the higher part of the Community Education program at <br />Sandburg Middle School right now and that coordinator reports to a manager. Anoka is proposing <br />to have that coordinator report to the Fred Moore Junior High coordinator which will not change <br />the Community Education budget. She stated Ramsey Elementary will not be paired with any <br />other schools. <br /> <br />Councilmember Hardin mentioned that Elk River has a lot of school children to participate in the <br />Community Education programs. <br /> <br />Ms. Dodge stated that schools levy for community education money depending upon the school <br />district. <br /> <br />Mr. Boos stated Elk River has some good funding ideas for a recreation coordinator. A recreation <br />coordinator would alleviate some of the functions the youth coordinator is currently coordinating. <br />Mr. Boos stated he requested to be kept abreast of the developments.
