<br />City Engineer Jankowski stated that at the close of the hearing, staff was directed to conduct a <br />survey to determine the favorability of sidewalks and he noted that the results of the survey were <br />distributed just prior to the meeting. He reviewed the information gathered in the survey. He <br />stated that staff is asking to be directed to proceed with preparing plans and specs for this project. <br /> <br />Councilmember Wise stated that it was constructed with 4 inches of Class 5 and the proposed <br />improvement is only 4 to 6 inches and asked if the road would really be stronger. <br /> <br />Councilmember Look returned to the chambers at 7: 15 p.m. <br /> <br />City Engineer Jankowski explained the road structure and noted that it will be more than what is <br />currently in place. <br /> <br />Councilmember Elvig stated that this came before the Public Works Committee and there was <br />discussion about policy. He stated that this was looked at because it is an MSA road and more <br />funding is available. He noted that with projects on MSA roads in the past, it has been a policy <br />to put in sidewalks. He noted that Councilmember McGlone asked him to speak on his behalf <br />tonight. He stated that when a sidewalk is put in, there are always people that say they were <br />initially opposed to a sidewalk, but end up liking it. He stated that he would like to make sure <br />that sidewalk costs are included in the costs, at least as an alternate. <br /> <br />Councilmember Dehen stated that there are basic project costs and alternate project costs and if <br />the City assessed the basic costs without a sidewalk, it would be about $13,820 per household. <br />He stated that the City policy is to pay for half of that, which would be roughly $6,910. He <br />stated that the City is proposing only a $1,700 assessment, which is a tremendous savings of <br />about $5,000 for these residents. He stated that with a sidewalk, the residents would be getting <br />an even bigger savings. He stated that the question, for him, is more far reaching and asked what <br />is done with cuI de sacs that branch off Andrie Street. He asked if those would be assessed half <br />the cost of curb and gutter when their street is reconstructed. <br /> <br />City Engineer Jankowski stated that the policy for reconstruction projects has not been created, <br />but noted that the cuI de sacs branching offwere not in as bad a condition as Andrie and 164th. <br /> <br />Councilmember Dehen asked if the City could be getting into a problem assessing for this <br />project of$I,700 and around the comer on the cuI de sac they will have an assessment anywhere <br />between $6,000 and $8,000. <br /> <br />City Engineer Jankowski stated that this could end up happening. <br /> <br />Councilmember Dehen asked if there is a case to be made that if there are sidewalks on Andrie <br />Street there should be sidewalks on the cuI de sacs. <br /> <br />City Engineer Jankowski stated that the current policy requires sidewalks on one side of the <br />street, except cuI de sacs. <br /> <br />City Council / February 24, 2009 <br />Page 6 of 19 <br />
