<br />Councilmember Elvig stated that he would have a concern if Councilmember Dehen felt the City <br />was trying to force people to upgrade to a certain standard. <br /> <br />Councilmember Dehen stated that the City is giving a substantial discount on curb and gutter for <br />this project and from a fairness standpoint, the person around the comer in a cuI de sac will have <br />an assessment that, unless the policy is changed, would cost $7,000 or $8,000 for the same curb <br />and gutter. He stated that he believes the policy should be looked at in greater detail for streets <br />abutting streets with concrete curb and gutter. <br /> <br />Councilmember Elvig stated that he doesn't see any reason that the City would force people to <br />get concrete curb and gutter on the cuI de sacs, because they don't get the traffic that Andrie <br />Street does. <br /> <br />Councilmember Dehen stated that the problem with bituminous curb was that the plows were <br />hitting the humped curbs and he doesn't think that the problem will be alleviated without <br />concrete curb and gutter. <br /> <br />Councilmember Elvig stated that there is asphalt curb throughout the City and they know it is a <br />problem. He stated that he is asking ifCouncilmember Dehen is against the entire project. <br /> <br />Councilmember Dehen stated that he is in favor of the curb and gutter proposal, but is just <br />concerned about areas that need improvement off these roads that there will be a hefty price tag <br />for those residents. He reiterated that the City needs to take a look at the policy. <br /> <br />Councilmember Elvig asked if there should be particular findings of fact so people understand <br />what precedent is not being set with this case. <br /> <br />Councilmember Look stated that he thinks the difference is one road is MSA and the cuI de sacs <br />are not MSA roads. <br /> <br />Councilmember Dehen stated that he understands that but wonders if there should be an ability <br />to balance that out across the board. <br /> <br />Councilmember Wise stated that being on an MSA road gets you cost savings, but you also have <br />to deal with additional traffic. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Dehen, to adopt Resolution #09- <br />02-049 directing staff to prepare plans and specifications for the improvement of project 08-32 <br />Andrie Street and 164th Lane. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Jeffrey, Look, and <br />Wise. Voting No: None.
