Councilmen~ber Peterson added that the minimum, six month and one year ranges could be <br />discussed more thoroughly. <br /> <br />With regard to the performance increases, Mr. Nelson asked if the lump sums were going to be <br />given on the anniversary date of position, what about the people who's anniversary date had <br />passed. He inquired as to when the City planned to do those reviews and if they would be <br />retroactive. <br /> <br />Ms. McAloney replied that the criteria for satisfactory and superior needs to be defined and all <br />Depm'tment Heads need to use the same rating system before the reviews can be done and also that <br />it was delayed because it was undecided if the increase would become available in July or if it <br />would be on the anniversary date. <br /> <br />Upon inquiry, Ms. McAloney answered that the lump sum does not affect the base salary rate. <br />With regard to the cost out effect of overtime after eight hours as opposed to 40 hours, it was quite <br />significant. However, the cost was more for meetings and minute taking than it was for snow <br />removal. <br /> <br />Councilmember Peterson reiterated that the Council is trying to be fair and reasonable and to do <br />what is best. Everything presented so far has been done in good faith and he wanted the AFSCME <br />Union representatives to know the Committee was not playing games. <br /> <br />Councilmember Hardin added that the intent is to look at the salary ranges and make some <br />changes. He also added that this package is closer to a 7 or 8% increase with the increased <br />insurance and additional 1/2 day vacation. He asked that the AFSCME Union representatives keep <br />in mind the City of Ramsey does not have access to endless funds <br /> <br />Upon inquiry, Ms. McAloney stated that the total payroll (AFSCME members) was $502,663.00 <br />(salary only). <br /> <br />The meeting recessed at 3:58 p.m. to allow the AFSCME representatives to review the proposal <br />presented to them. <br /> <br />The meeting reconvened at 5:19 p.m. <br /> <br />Mr. Nelson proceeded to go through the points of the AFSCME proposal to the City of Ramsey. <br /> <br />1. Holidays: Agree to add one-half day on Christmas Eve. <br /> <br />2. Vacation: Union withdraws. <br /> <br />Health Insurance: $230.00 is okay but if the police negotiate a higher amount, then <br />AFSCME receives same amount. <br /> <br />4. Part-time Insurance: Withdraw. <br /> <br />Review Long-term Disability and Life Insurance: Union is not interested in dental or short- <br />term disability at this time. <br /> <br />Parental Leave: The Union is asking for three months as they believe a temporary could be <br />hired for that amount of time.
