Health Insurance: If the Union is requesting more if the Police settle for more, will
AFSCME also take less if the Police settle for less.

0

Parental Leave: The City feels it should be left at six weeks and include the current
language in the contract. There is the opportunity of applying for additional leave.

Mr. Nelson commented that he didn't understand the City's resistance regarding parental leave.

Ms. McAloney commented that the provisions are provided for expanded leave; therefore, it is not
necessm'y to change the leave wording.

Overtime After Eight Hours: The City is not willing to pay overtime unless 40 hours is
worked.

General Increase: Bottom line - 4.5% General Increase and no mid-year increase based on
performance.

Budgeting $50,000: The City finds that concept totally unacceptable. The positions will be
reviewed and the City won't know the extent of the money needed. Therefore, the City
cannot commit to specific dollars right now.

Mr. Nelson commented that it's nice to say you're going to do something, but a dollar amount
should be committed to.

Councilmember Hardin stated that the City knows the reviews have to be done, but they cannot
commit to dollar amounts. He added that the Union should be aware that the dollar amounts of the
package is more than what was budgeted for this year. To come up with additional monies, cuts
need to made somewhere.

Ms. McAloney commented that the hiring of additional people budgeted for in 1991 has been put
on hold.

The meeting recessed at 6:08 p.m. to allow the AFSCME Bargaining Unit to review the proposal
presented.

The meeting reconvened at 6:26 p.m.

The AFS CME Unit declm'ed a tentative agreement had been reached.

3. Health Insurance: Keep at $230.00, regardless of what the Police settle for.

6. Parental Leave: Keep previous language in.

7. Overtime: Agree - pay only after 40 hours.

Mr. Nelson commented that he thought the contract would be agreeable. The promise of the
comparable worth study will be helpful. He added that the good faith effort on behalf of the new
Council was a good selling point.

Councihnember Peterson stated that this contract has to be approved by the rest of the City Council
also.

Mr. Nelson asked if he was clear on the fact that all positions will be reviewed within six months
of the contract being signed.

Negotiating Committee/February 19, 1991
