<br />3) Amended 2009 General Fund Budget Amendments due to State Aid Cuts and 2010 <br />Budget Recommendations due to State Aid Cuts and Market Value Loss <br /> <br />City Administrator Ulrich stated that they are looking for feedback on some of the proposed <br />revenue cuts and service area cuts. He noted that the City has accounted for the drop in expected <br />building permits. He reviewed the recommended cuts from staff, which create a total possible <br />cut of $411,330. He stated that he wants to take a look at ways to make up revenues also. He <br />noted that staff is recommending that some of the excess revenue from 2008 be retained for <br />unemployment expenditures, which would be a change from the current policy. He reviewed <br />some possible additional revenue such as Nowthen Police Services, Oak Grove payroll and <br />towing fees. <br /> <br />Councilmember Jeffrey asked what the actual net income would be for 2009 with the Nowthen <br />Police Services. <br /> <br />Captain Dwyer stated that the net income for 2009 is estimated to be about $47,000. <br /> <br />Mayor Ramsey stated that the City doesn't know if it has even gotten the contract with Nowthen, <br />so he doesn't feel this should be counted on yet. <br /> <br />City Administrator Ulrich stated that there is also a possibility for a Copfast grant. <br /> <br />Finance Officer Lund stated that it doesn't look like Oak Grove will approve the payroll project. <br /> <br />City Administrator Ulrich noted that none of these possible revenues were counted in the budget <br />proposal. <br /> <br />Councilmember Jeffrey stated that he thinks policy should be suspended for a year for how the <br />excess revenue is directed. <br /> <br />Mayor Ramsey stated that he agreed and suggested it be added to the Consent Agenda for <br />official action. <br /> <br />Councilmember Jeffrey asked what the City would gIve up by cutting the seasonal street <br />workers. <br /> <br />Public Works Director Olson stated that this is the seasonal snowplow drivers and seasonal <br />summer workers. He stated that the summer workers help pick up roadside trash, so the City <br />won't be quite as responsive as the City has been, but the work will still get done. He stated that <br />this brings us down to 2008 levels, but it is proposed to be cut for 2010. <br /> <br />Councilmember Jeffrey asked if levels of service to residents for snowplowing will be decreased <br />because of this. <br /> <br />City Council Work Session / March 3, 2009 <br />Page 9 of 17 <br />
