APPROVAL OF MINUTES

Motion by Commissioner Deemer and seconded by Commissioner Thorud to approve the February
5, 1991 minutes, amended as follows: Record the vote for Case #3.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Thorud,
Hendriksen and LaDue. Voting No: None. Absent: Commissioners Bawden and Terry.

NOTE CITY COUNCIL MEETING MINUTES

The City Council meeting minutes were noted.

Case #1: Request for Sketch Plan Review; Case of Rick Foster

Mr. Marley Glines was present representing Mr. Foster. He explained that the proposed River's
Bend 3rd Addition consists of approximately 20 acres located east of St. Francis Boulevard N.W.
and north of River's Bend Plaza 2nd Addition. The property is zoned B-1 Business and the
developer is proposing to rezone the property to be able to develop that portion of the property
adjacent to River's Bend with single family urban residential lots and retain Business zoning for
that portion of the property adjacent to St. Francis Boulevard N.W. The proposed development
would be 33 residential lots and eight commercial lots that will be served by sanitary sewer and
water.

City Engineer Jankowski proceeded to review, with the commission, his letter to Mr. Foster, dated
February 27, 1991.

The 80 ft. lot width was discussed and Mr. Jankowski stated that his interpretation is that the lot
has to be 80 ft. at the setback line and at the street except for cul-de-sac lots.

Commissioner Deemer expressed his concern regarding the proposed east/west access onto St.
Francis Boulevard N.W. at about the center of the plat.

Commissioner Hendriksen added that the access proposed at the intersection of Nowthen
Boulevard N.W. and Highway #47 is the most hazardous area in the City.

Mr. Jankowski stated that revamping this intersection is in the County's 20-year schedule and he
feels that it's important to find out approximately where it will be realigned so the developer can
know where to line up the River's Bend 3rd Addition streets accordingly.

Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recommend that
the developer of River's Bend 3rd Addition proceed to the preliminary plat stage in accordance
with the City Engineer's review letter dated February 27, 1991 and that the east/west street that
provides access onto St. Francis Boulevard N.W. be eliminated and the north portion of the plat
should not be final platted until the County Highway Department resolves the alignment of
Nowthen Boulevard N.W. and St. Francis Boulevard N.W.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Hendriksen, LaDue
and Thorud. Voting No: None. Absent: Commissioners Bawden and Terry.

Case #2: Request for Sketch Plan Review; Case of Gerald Bauer

Mr. Batter was present and informed the Commission of his plans. He wants to plat property
located east of St. Francis Boulevard and Gobernatz Addition at 177th Avenue N.W. The
proposed subdivision consists of reconfiguring three existing lots totaling approximately 48.5

Planning & Zoning Commission/March 5, 1991
Page 3 of 10
