Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to amend #4 to read <br />"The conditional use permit should be limited to one residential use on the property in the event the <br />church ceases". <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, Deemer, LaDue <br />and Thorud. Voting No: None. Absent: Commissioners Bawden and Terry. <br /> <br />Mr. Budde asked if the home could be rented out if the church ceased. <br /> <br />Ms. Frolik answered that if the church use ceases, whomever retains ownership can rent out the <br />property. One residential dwelling is a permitted use; however, if someone wanted to conduct a <br />business there, a public hearing would have to be scheduled. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend that City <br />Council approve the request, as amended, from Grace Community Bible Church for a conditional <br />use permit. <br /> <br />Motion carried. Absent: Commissioners Bawden and Terry. <br /> <br />The Planning and Zoning Commission recessed at 9:09 p.m. <br /> <br />The Planning and Zoning Commission reconvened at 9:24 p.m. <br /> <br />Case #4: Request to Amend the Business and Residential District Zoning <br /> Boundaries in the Proposed Plat of Faye Addition; Case of Faye <br /> Construction <br /> <br />Ms. Frolik stated that Faye Construction is proposing to develop the plat of Faye Addition. The <br />plat consists of approximately 103 acres and is proposed to be developed with commercial activity <br />adjacent to Highway #10 N.W. and single family residential development south to the Mississippi <br />River, as currently zoned for. However, Faye Addition has requested a rezoning to realign the <br />district boundary between the commercial and residential portions of the property to coincide with <br />the preliminary plat that has been submitted for approval. <br /> <br />The Planning and Zoning Commission proceeded to review the findings of fact. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Thorud that findings #11 shall <br />read "will not" <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Thorud, Deemer, <br />and Hendriksen. Voting No: None.
