Absent: Commissioners Bawden and Terry. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council approve the request of Faye Construction for a rezoning amendment in the proposed plat <br />of Faye Addition contingent upon the plat being recorded. <br /> <br />Motion carried. Absent: Commissioners Bawden and Terry. <br /> <br />Case #5: Request for Preliminary Plat Approval of Faye Addition; Case of <br /> Faye Construction, B.B. Chapman <br /> <br />Mr. Jankowski proceeded to go over the items in the City Engineer's letter to Mr. B. B. Chapman <br />dated February 28, 1991. Mr. Jankowski stated that a portion of the subdivision fails outside the <br />Metropolitan Urban Service Area (MUSA); therefore, recording of the final plat must be made <br />contingent upon successfully amending the MUSA boundaries. Existing zone lines must be <br />modified to conform with the proposed land subdivision. A plan for the protection of vegetation <br />consistent with the Mississippi River Critical Area Interim regulations must be submitted. Mr. <br />Jankowski noted that the developer is asking for acceptance of this preliminary plat under a phased <br />approach. A schedule for this phasing should be developed which is mutually acceptable to both <br />the developer and the City. The grading plan indicates that all portions of the subdivision, with the <br />exception of Outlot E will be wholly outside of the regional floodplain elevation of 849.0. The <br />grading plan should be modified to include the proposed building pad elevation for all residential <br />lots. The general drainage plan submitted appears to be adequate. However, engineering <br />drawings detailing pipe sizes, grades and appurtenance details will need to be submitted. In <br />addition, the drainage plan will need to be reviewed by the Lower Rum River Water Management <br />Organization. An application for that review can be obtained from the City Zoning Administrator. <br />Park land dedication requirements should be reviewed by the Park and Recreation Commission. <br />Special consideration should be made in addressing the concept of utilizing a substantial portion of <br />the dedicated park as a drainage easement. Urban cul-de-sac radii may be reduced to 60 feet as <br />opposed to 65. The proposed relocation of Feldspar Street is acceptable. However, Outlot A <br />should be deeded to the City for the purpose of being returned along with the vacated existing <br />right-of-way to the property immediately to the east. <br /> <br />Mr. Chapman replied that the outlot will be owned by the developer and possibly used as highway <br />entrance right-of-way. <br /> <br />Chairman Zimmerman stated that whenever possible, a 100 foot tangent section should be <br />maintained at intersections. The intersection of Garnet Street and Riverdale Drive should be re- <br />evaluated with this in mind. Provisions for possible future access to the Kelley property to the <br />South is anticipated by the creation of Outlot B. Care should be taken such that this lot is of <br />developable size should this street not be required. If this street is required due to the fact that the <br />Kelley property is given to the County park, it should be noted that Lot 20 of Block 5 will be <br />surrounded on three sides by street. This is not desirable. Consideration should be given toward <br />moving Outlot B further to the West, perhaps directly across from Jaspar Street. <br /> <br />Mr. James Martin was present and stated that Mr. Kelley had called him. He had been advised that <br />the Kelley property was under condemnation by the Parks Department. <br /> <br />Mr. Jankowski stated that the final plat should contain the exact areas of all lots. The eventual <br />continuation of Riverdale Drive to intersect with U.S. Trunk Highway #10 at the intersection of <br />Ramsey Boulevard is essential to the developer to achieve feasible development of the business <br />zoned lots.
