Naming a through street as a "Circle" is inappropriate. The name of 138th Circle should be <br />modified. <br /> <br />Ms. Frolik suggested Mr. Chapman's plan be looked over by the Building Official and double <br />checked by the Police Department to see that all the street names and house numbers line up on the <br />grid. <br /> <br />Mr. Jankowski noted that the layout of the sanitary sewer and watermain as proposed on the utility <br />plan are generally acceptable; however, detailed engineering plans and specifications will be <br />required prior to final plat approval. Phased staging implementation should require Lots 2 through <br />13 of Block 4 to be platted in a later phase. This would allow any airport zoning issues additional <br />time for resolution. <br /> <br />Mr. Chapman stated the name would be changed to Faye 2nd Addition; there is a Faye Addition in <br />Anoka and in keeping with county regulations, no two additions in the County can have the same <br />name. <br /> <br />Dean Rick, 6802 - 137th Avenue N.W., Ramsey - asked where the MUSA line was. <br /> <br />Mr. Chapman showed him on the overhead. <br /> <br />Mr. Rick asked if the intention was to open up the cul-de-sac on 137th to which Mr. Chapman <br />replied yes. <br /> <br />Mr. Rick inquired about how water and sewer going through would affect residents east of Faye <br />Addition. He asked if they would be assessed. <br /> <br />Chairman Zimmerman replied that the only way to get City sewer and water is by 100% of owners <br />petitioning. <br /> <br />Mr. Jankowski stated that staff needs to look at past situations regarding assessments. <br /> <br />Mr. Rick asked if sewer and water go through, if they have to hook up within two years. <br /> <br />Commissioner Deemer informed Mr. Rick he would be allowed to subdivide his lot to help cover <br />the cost of assessments. <br /> <br />Mr. Rick answered that he was aware of that; however, he built in the middle of a large lot. It <br />could be worked out but it would be very expensive. He then asked how many units were <br />involved in the first phase. He added that there are a lot of young families involved with a lot of <br />children and he is worded about a traffic problem <br /> <br />Mr. Jankowski commented he understood Mr. Rick's concern and stated that the phase <br />development lines haven't been drawn. The amount of development that occurs will have to be <br />limited until there is access to Highway #10. <br /> <br />Mr. Rick stated he sees 137th becoming a thoroughfare. It will be used as a back entrance. He <br />suggested a road further up to Highway #10. <br /> <br />Chairman Zimmerman asked what the decision was east of Hunter's Hill for Cedar Acres. <br /> <br />Ms. Frolik answered that 144th was approved as a through street. <br /> <br />Planning & Zoning Commission/March 5, 1991 <br /> Page 8 of 10 <br /> <br /> <br />
