Upon inquiry, Mr. Chapman replied that the residential development would be the first phase <br />rather than the commercial. He is not sure when it would be finalized; this year or next year. <br /> <br />Terry Goodwin, 13720 Ebony Street N.W. stated she was unclear about what kind of trail they <br />were talking about. <br /> <br />Ms. Frolik stated it is a Metro Regional Trail. <br /> <br />Chairman Zimmerman added that no motorized vehicles will be allowed on the trail. <br /> <br />Ms. Goodwin asked what kind of park they were talking about. <br /> <br />Mr. Jankowski stated the Park and Recreation Commission will determine what type of park. A <br />ballfield has been mentioned. <br /> <br />Ms. Goodwin commented that airport zoning was mentioned. She asked if the recommendation <br />was to not develop until more is known regarding the airport zoning. <br /> <br />Ms. Frolik answered that whether the City has airport safety zoning will determine single or multi- <br />family residences in a portion of the addition. <br /> <br />Ms. Goodwin asked if the City sewer and water would affect her property. <br /> <br />Chairman Zimmerman replied that she shouldn't be affected. <br /> <br />Mr. Jankowski stated the sewer plan shows trunk alignments along 137th. <br /> <br />Commissioner Deemer noted that a drainage easement is proposed on City park. <br /> <br />Mr. Jankowski stated that is an issue for the Park and Recreation Commission. <br /> <br />Commissioner Hendriksen stated that the Park and Recreation Commission may elect to have a <br />park there; however, we may decide there will be no drainage there. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Thorud to recommend that City <br />Council grant preliminary plat approval of Faye Addition contingent upon compliance with the City <br />Engineer's review letter dated February 28, 1991, final review of the park dedication by the <br />Ramsey Parks and Recreation Commission based on Anoka County's review of the trail <br />alignment, and submission of a response to the Environmental Quality Board and Metropolitan <br />Council acceptable to both the developer and the City of Ramsey. <br /> <br />Amendment by Commissioner Deemer and seconded by Commissioner Hendriksen to amend the <br />previous motion to include that the final plat draft be presented to the Planning and Zoning <br />Commission for review prior to going to City Council for final plat approval. <br /> <br />Amendment carded. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Hendriksen, <br />LaDue and Thorud. Voting No: None. Absent: Commissioners Bawden and Terry. <br /> <br />Motion carried.
