COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for approval to rezone certain property from B-1 Business to <br />R-3 Urban Residential; Case of Lord of Life Church <br /> <br />Bob Hutchinson was present representing Lord of Life Church and their request to rezone property <br />to permit the development of a new church. <br /> <br />The Commission reviewed the proposed findings of fact. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to modify #9 and #10 of <br />the findings of fact to read "will not". <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue, Bawden <br />and Hendriksen. Voting No: None. Absent: Commissioners Terry and Thorud. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend that <br />City Council adopt the proposed findings of fact, as amended, relating to a request by Lord of Life <br />Church and Janet and Robert Bernstrom to rezone certain property in Section 25 from B-1 <br />Business and R- 1 Urban Residential to R-2 Urban Residential. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen and LaDue. Voting No: None. Absent: Commissioners Terry and Thomd. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend that <br />City Council approve the request to rezone certain property in Section 25 to R-3 Urban Residential. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen and LaDue. Voting No: None. Absent: Commissioners Terry and Thom& <br /> <br />Case #2: Request for Site Plan Review; Case of Lord of Life Church <br /> <br />Ms. Frolik stated Lord of Life is proposing to construct a new church facility. DNR has no <br />concerns with the proposed development as it will not impact the protected wetland and the Anoka <br />County Highway Department has approved a second access onto Nowthen Boulevard N.W. for <br />the church in the vicinity of the Bernstrom private driveway contingent upon the Bernstrom <br />driveway being abandoned after the Church acquires the Bernstrom property. <br /> <br />Mr. Jankowski stated that the curb and gutter requirements are requested to be waived on the west <br />portion of the site because of future expansion plans. <br /> <br />Mr. Jankowski explained that Lord of Life has petitioned for sewer and water and the feasibility <br />study may show that the project may be costly. The proposed agreement with Lord of Life Church <br />states that they will participate in a petition for sewer and water. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend that <br />City Council grant site plan approval to the new Lord of Life Church facility proposed on PIN 25- <br />32-25-23-0004 in accordance with the City Engineer's review letter dated March 28, 1991 and the <br />site plan dated March 14, 1991 and revised April 22, 1991 and the Landscape Plan received by the <br />City on March 19, 1991 and contingent upon receipt of favorable comments from the LRRWMO <br />and DNR and the Anoka County Highway Department. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen and LaDue.
