Mayor Gamec stated that there were pr~omises made by Mr. Shot and the Council has to make <br />sure that things are done as agreed to. <br /> <br />Councilmember Cook stated that it is difficult enough granting a conditional use permit and then <br />extending it for two years and still see nothing is very discouraging. He felt that the Council <br />should deny the request and then if they want to come back with a plan for the property the <br />Council could consider it. <br /> <br />Mr. Martinson stated that if Mr. Shot was present he would explained that he has invested half a <br />million dollars into the property above the purchase price cleaning up the property plus paying <br />four years of back taxes. <br /> <br />Mayor Gamec replied that Mr. Shot knew that when he purchased the property. <br /> <br />Councilmember Cook stated that Mr. Martinson is asking the Council to grant an extension to <br />someone that is making bad business decisions. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to adopt Resolution #03-07- <br />__ adopting Findings of Fact # __ relating to a request from St. Paul Terminals for an <br />extension to implement the conditional use permit for a recycling facility. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Cook, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #10: <br /> <br />Introduce Ordinances to Amend Housing Maintenance Standards and <br />Licensing Requirements for Rental Housing <br /> <br />Community Development Director Frolik stated that in 2002, the City council directed staff to <br />review and update City Code as it relates to the maintenance of all housing in the City of <br />Ramsey, as well as the licensing of rental housing. The Ramsey Housing Committee has <br />reviewed the draft amendments to City Code and forwarded it to the City Council for review. <br />The City Council reviewed the proposed amendments to City Code on May 27, 2003. Staff <br />formatted the amendments into ordinance format and was ready for formal introduction. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to introduce Ordinance <br />#03-07-__ amending Section 8.60 (Residential Housing Standards) and repeal Section 8.61 <br />(Multiple Dwellings) of City Code regarding housing maintenance and introduce ordinance #03- <br /> <br />P84 <br /> <br />City Council/July 8, 2003 <br />Page 24 of 30 <br /> <br /> <br />
