square-foot car wash facility for total lot coverage of about 9% (City Code limits coverage to <br />35%). She stated the proposed site plan meets the required front, rear and side yard setbacks. <br />She further stated City Code requires a 20-foot green space adjacent to all public streets, and this <br />proposal meets this requirement with the exception of the island between the access drives on <br />142nd Avenue. <br /> <br />Associate Planner Geisler advised the subject property is located within the Scenic River Overlay <br />District. BP Amoco received a variance to impervious surface coverage on April 27, 1988 to <br />allow 58% impervious surface on the site. The current proposal meets this standard with 55% <br />impervious surface coverage. She noted there are several sections of bituminous and curb that <br />will need to be repaired, and the remaining bituminous is in fair condition. She advised the <br />submitted building elevations appear to meet the city standards and the drainage plan appears to <br />be generally acceptable. She indicated the site will continue to gain access through the existing <br />two access drives off of 142"d Avenue NW. <br /> <br />Associate Planner Geisler indicated Staff recommends site plan approval contingent upon <br />compliance with City Staff Review Letter dated July 3, 2003. <br /> <br />Commissioner Johnson asked if the applicant had any issues with the Staff Review Letter. <br /> <br />Mr. Steve Feldman, applicant, indicated he has no problem with the review letter, and noted he <br />submitted a landscaping plan as well. <br /> <br />Chairperson Nixt asked if the tanks were being taken out. <br /> <br />Mr. Feldman stated they already have been. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Watson, to recommend that the <br />City Council grant approval of the proposed site plan for a self-service car wash contingent upon <br />compliance with City Staff Review Letter dated July 3, 2003. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Watson, Brauer, <br />Reeves, Shepherd and Van Scoy. Voting No: None. Absent: None. <br /> <br />Case #6 <br /> <br />Request for Sketch Plan Review of Sunfish Lake Business Park 2nd Addition; <br />Case of the City of Ramsey <br /> <br />Presentation <br /> <br />Associate Planner Wald explained that the City of Ramsey is in the process of re-platting a <br />portion of Sunfish Lake Business Park to provide for two additional lots within the business <br />park. She indicated Sunfish Lake Business Park is generally located east of County Road #116 <br />and south of Sunwood Drive. She stated the plat of Sunfish Lake Business Park currently <br />consists of six lots that range in size from two acres to fourteen acres. City Staff receives weekly <br />inquiries from businesses that are looking for parcels that are 1 to 2 acres in size.
