<br />Community Development Director Miller explained what was written In the code at her <br />previous City. <br /> <br />Councilmember McGlone stated that he would like to keep it Citywide with the same standards <br />and make it complaint based. He stated that he thinks the ordinance is working and wants to <br />keep it fair and consistent from one end ofthe City to the other. <br /> <br />Councilmember Wise stated that he doesn't see why it is unfair to base it on lot size. <br /> <br />Mayor Ramsey stated that there have been questions at Town Hall meetings about why the City <br />isn't enforcing this ordinance and that it pits neighbors against neighbors. He stated that he <br />thinks right now even if our officers see something when they are driving around, they are not <br />allowed to act on this and suggested that this restriction be removed. <br /> <br />Councilmember Look stated that he feels there needs to be a distinction between the larger lots <br />and smaller lots. He stated that he really thinks there should be something done about the car <br />issue and people having numerous ones in their yards. <br /> <br />Councilmember Jeffrey stated that he is not for the City intruding where they shouldn't be, but <br />also not leaving it to the discretion of the officer or Police Chief. He stated that he thinks it <br />needs to be clear cut and not left to discretion, because that is subjective. <br /> <br />Councilmember Elvig stated that rather than having the police make the call on these properties, <br />the Councilmembers could go ahead and make a call letting the City know about these problems. <br /> <br />There was discussion about what has happened with the abatement process in the past. <br /> <br />Mayor Ramsey stated that he thinks this needs to have more discussion and agrees with <br />Councilmember Elvig that when these things are seen, the Council should call them in. <br /> <br />Community Development Director Miller asked if the Council wants staff, if they are out at the <br />property for other issues, to address any violations they see. <br /> <br />The Council discussed this issue. <br /> <br />Councilmember Jeffrey stated that if there is something that is a health, safety or welfare issue, <br />he thinks that needs to be addressed. <br /> <br />Community Development Director Miller explained what the current practice is when they are <br />out on the property. <br /> <br />2) Helicopter Permit Review <br /> <br />Community Development Director Miller reviewed the staff report relating to Helicopter <br />Permits.
