<br />business has approached the City that would like to have an event and use helicopters. She <br />stated that she needs direction on how to address Town Center zoning. She noted that each <br />district in the City Code would have to be changed to note that this use requires a Conditional <br />Use Permit. She noted that Ramsey Crossings has all been rezoned to the Town Center Zoning. <br /> <br />Councilmember Jeffrey suggested a Special Event permit process for this type of use and include <br />Town Center zoning in the Conditional Use Permit process. <br /> <br />The Council discussed allowing commercial uses in Town Center. <br /> <br />Community Development Director Miller reviewed the direction from Council, to keep the <br />current ordinance, add a section on commercial usage, include the Town Center zoning and use <br />the Special Permit process for these kinds of special events. <br /> <br />The Council discussed having the FAA approve the site for the helicopters and the need for <br />appropriate insurance coverage before there is City approval. There was a suggestion to have <br />the applicant provide all the necessary approvals from the appropriate entities. <br /> <br />3) Review Organization of Sixth Congressional District Communities <br /> <br />Mayor Ramsey stated that he would like permission to pursue creating an organization with the <br />Sixth Congressional District Mayors. He noted that there would not be any fees to belong. He <br />stated that his thought is that the City could host the first event and it would be held quarterly. <br />He stated that he also felt that Michelle Bachmann could be invited for an informal discussion. <br />He would like permission to start this and to have staff help send out letters inviting the Mayors. <br /> <br />City Administrator Ulrich stated that he sees nothing wrong with using staff time and paying for <br />the incidental costs associated with the first event, because it is not a special interest or a <br />registered lobby group. <br /> <br />Mayor Ramsey noted that he doesn't foresee any costs or the use of staff after the initial contact, <br />because they could contact them bye-mail. He stated that there may also be costs for coffee and <br />cookies and noted that he would like to pass hosting along to other cities after the first one. <br /> <br />The Council discussed the reasons to get together with this group and the logistics of having the <br />ongoing meetings. <br /> <br />Councilmember Jeffrey stated that he would like to get the group together to share information <br />and not just to get together with our Congressperson. <br /> <br />There was a Consensus to allow Mayor Ramsey to pursue creating this group and host the first <br />meeting. <br /> <br />City Council Work Session / March 31, 2009 <br />Page 4 of6 <br />
