•; 11 11��1 <br />The Ramsey Airport Zoning Board conducted a public hearing on Wednesday, <br />March 11, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey Minnesota regarding the proposed Gateway North Industrial Airport <br />Zoning Ordinance. <br />Members Present: Mayor Gary Reimann <br />Councilmember Steve DeLuca <br />Co uicilmember Al Pearson <br />Also Present: City Administrator David Hartley <br />Consulting Engineer Merland Otto <br />Members Absent: Councilmenber Al Sorteberg <br />Councilmember Arnie Cox <br />Mayor Reimann called the public hearing to order at 7:34 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br />Mr. Hartley - Stated that the purpose of the hearing is to receive cousnents <br />regarding the proposed airport zoning ordinance. The purpose of airport <br />zoning is to keep aircraft and people separated at a reasonable distance. <br />Merland Otto - Stated that Gateway Airport originated in 1972 and has been <br />in operation since that time as a privately owned /publicly used facility <br />started by area businessmen and serves the needs of area businesses and <br />residents. More businesses and residents have expressed a desire to use <br />the airport facility if improvements are made. Previous studies have been <br />done to review upgrading or relocating the facility; those reports met with <br />citizen disapproval. In 1983, the City ordered the preparation of an <br />Airport Master Plan to consider the feasibility of upgrading the facility <br />at it's existing location. In 1985, the City adopted an Airport Master <br />Plan that would upgrade the existing facility to State and Federal <br />criteria. Since then, an alternative runway layout was reviewed and <br />rejected; a successful effort was made to be included in the National Plan <br />of Itegrated Airport Systems in order to enable the airport to qualify for <br />federal airport improvement funds; concurrently, steps are being taken to <br />get the envirormental assessment underway and accomplish airport zoning. <br />If airport zoning is adopted and there is a favorable environmental <br />assessment, the City can make preapplication for funds to initiate land <br />acquisition. If the airport improvements are approved, land acquisition <br />could occur in 1988 and construction beginning in 1989. There are <br />currently 29 based aircraft at Gateway.
