<br />Case #2: <br /> <br />Adopt Policy for Accepting Park Donations, Monuments, Memorials and <br />other Improvements <br /> <br />Management Intern Haugen reviewed the staff report. <br /> <br />Councilmember Jeffrey stated that he would like the policy to address the precedent that may be <br />set by creating an Adopt-A-Spot. He stated that he doesn't think guidelines were created that <br />established the criteria for being eligible for an Adopt-A-Spot. <br /> <br />Councilmember Elvig returned to the Council Chambers at 7:37p.m. <br /> <br />Councilmember Dehen stated that he feels requiring $600 for somebody to donate to a tree <br />seems to discourage rather than encourage this type of behavior. He stated that he would like to <br />consider lowering this fee. <br /> <br />Management Intern Haugen reviewed some of the research related to fees that staff found and <br />noted the staff time involved. <br /> <br />Councilmember McGlone suggested something be included to give more detail on the types of <br />plaques that are available. <br /> <br />Councilmember Jeffrey stated that he thinks there should be consistency in plaques in the City. <br /> <br />Public Works Director Olson suggested that perhaps the plaques could be consistent within each <br />individual park. He suggested that design of the plaques be brought back to the Planning <br />Commission. <br /> <br />Councilmember Dehen stated that he would suggest a cheaper price for the tree and pass on the <br />cost of the plaque to the applicants. <br /> <br />Councilmember Elvig suggested a "cost plus" plan, for example, whatever the cost of the tree is, <br />plus $200 of City time to install and oversee. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember McGlone, to adopt Resolution <br />#09-04-075 adopting the Policy for Accepting Park Donations, Monuments, Memorials and <br />Other Improvements with a "cost" plus $200 fee. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, McGlone, Dehen, Jeffrey, <br />Look, and Wise. Voting No: None. <br /> <br />Case #3: <br /> <br />Approve Adopt-A-Spot Trailside Garden Improvements, Development and <br />Maintenance Agreement <br /> <br />Management Intern Haugen reviewed the staff report. He noted that staff met earlier tonight <br />with the applicants who have decided to withdraw their proposal, as described in tonight's <br />agenda. He stated that they would like to work with the City and the neighborhood to develop <br /> <br />City Council / April 14, 2009 <br />Page 6 of 17 <br />
