<br /> <br />Upon the bridge crossing, the 10' foot trail rises at a moderate grade within Ramsey's 66' foot <br />right of way, connecting to the Rivlyn Street cui de sac. At this point begins the stripped bicycling <br />lane along Rivlyn and Tungsten Streets, to the point of the 8' foot concrete trail on Riverdale <br />Drive. (An 8' foot concrete trail will be added to these two short street segments by the city upon <br />redevelopment of this area, which is promoted with Ramsey's Comprehensive Plan.) <br /> <br />Along the Riverdale trail, 2.5" inch caliper boulevard trees will be planted 30' foot on center along <br />the length of the project, beginning approximately 400' feet east of the intersection of Sunfish <br />Lake Boulevard and Riverdale. Along the 4,658' feet of Riverdale Drive trail, 10 litter receptacles <br />and 4 benches will be strategically located. Two bicycle lockers will also be placed at the either <br />end of Riverdale Drive in these commercial areas; that will also benefit bicycle commuters that <br />want to explore King's Island or Mississippi West Regional Parks on foot. <br /> <br />At the western terminus of the Mississippi River Trail is Ramsey's Riverdale Park. Given it's <br />location on this important National and Regional trail, a rest facility is warra!!J;ed. The facility <br />will have a flush toilet, hot running water - as well as a covered shelter area for protection from <br />the elements. Adjacent to this structure will be a drinking fountain with pet attachment as well. <br />These significant enhancements will be fully funded by the city of Ramsey if this project is <br />approved. 'Bookending' the Mississippi River Trail at Riverdale Park will be the interpretive <br />display discussed at the introduction of this project description. <br /> <br />Does the project take advantage of a time-sensitive opportunity (for example, funds will be lost, <br />landowner is a willing landowner, affiliation with another project, etc.)? <br /> <br />There are several favorable project affiliati~ns. One is the 2009 investment of $41,173 in irrigation <br />and benches scheduled for Riverdale Park in Ramsey. This 4+ acre park will serve Regional Trail <br />users with the rest facilities the Transportation Enhancements will incent. After irrigation, the <br />space will be comfortable and aesthetically pleasing, adding measurable value for trail users; <br />consistent with Minnesota Statutes Chapter 116D. The cost of the shelter with restroom and <br />drinking fountain proposed above is in excess of $81,709. <br /> <br />Also occurring in 2009, will be the construction of one quarter mile of 10' foot trail with river <br />overlook and access within Mississippi West Park, north to the future pedestrian overpass, <br /> <br />04/0312009 <br />
