<br />connecting to Ramsey's parking ramp and future commuter rail station. This project funded by <br />the city of Ramsey, includes significant native plantings, species appropriate rain gardens, and <br />bolder seat walls and represents $130,000 in value. <br /> <br />The $145,000 rail station preliminary design and environmental review was also completed in <br />2009. The final design, and environmental approval is anticipated to be complete in 2010, and will <br />be funded by the city of Ramsey and the North Star Regional Rail Authority. This project alone <br />represents over one million dollars in additional value to the Mississippi River Trail and the <br />region. Exhibit D reveals the trail's proximity to Ramsey Town Center and this Transportation <br />Enhancement project. <br /> <br />Is the project in the TIP? For what year? <br /> <br />The project is not scheduled within the TIP. <br /> <br />Is right-of-way needed? <br /> <br />No, all ROW, park spaces, and t~ail corridor are owned by the cities of Anoka and Ramsey. <br /> <br />Is environmental documentation complete? <br /> <br />Environmental review and permitting are not complete. However, in 2006, Anoka County Parks, <br />and the cities of Anoka and Ramsey prepared a comprehensive feasibility study to organize all the <br />relevant elements of this project, including the identification of altematetrail routes, such that the <br />permitting for the trail traversing King's Island is ready to be applied for. Attachment G details <br />the anticipated scope of work. <br /> <br />Will the project be fully funded if you receive the requested amount of ARRA funding? <br /> <br />Yes. <br /> <br />How much, if any, other funding besides ARRA will be committed to this project and from what sources? <br />Provide documentation. <br /> <br />There is a minimum of $316,173 in non-ARRA 2009 monies (in addition to those identified within <br />the budget) that will directly complement this project, coupled with the significant investments in <br />the existing municipal parks the Mississippi River Trail users will take advantage of. <br /> <br />04/03/2009 <br />
