<br />Attached is Exhibit F, a budget spread sheet that demonstrates the affiliated project values, as <br />well as the value of Anoka's Public Services Director and Ramsey's Parks Supervisor for project <br />administration. Also attached, is Exhibit E, which shows the anticipated timing for the pedestrian <br />overpass connecting Ramsey Town Center with Mississippi West Regional Park and Trail. <br /> <br />Bicycle and Pedestrian Projects: <br /> <br />How does the project fill a gap in a larger network, overcome a travel barrier or otherwise seize on a <br />significant opportunity in a bike/pedestrian network? <br /> <br />The trails funded by this ARRA Transportation Enhancement project will fulfill the most critical <br />missing segment in the north metro. This project is a Metropolitan Parks and Open Space <br />Commission Regional Trail, and a trail ranked as one of 10 'High Priorities' of the National Park <br />Service's Trails and Open Space Partnership. This trail is also a valuable component of the 10- <br />state Mississippi River Trail, from the Headwaters in Minnesota to New Orleans. (Please <br />reference Exhibits C and A respectively) <br /> <br />Does the project address an identified safety issue? Describe the safety issue, where it is identified, and <br />how the project will address it. <br /> <br />In addition to the safety concerns addressed in this application's introduction; (the fact that) <br />presently, Anoka and Ramsey potential trail users are required to go significantly 'north' before <br />any east-west non-motorized can occur, there is another safety issue. Riverdale Drive is a straight <br />MSA roadway that has a history of speeding incidents. In addition to the construction of the 8' <br />foot separated concrete trail, Riverdale Drive will receive bike lane signage and pavement <br />markings on both sides of the street. This will further aid motorists in being aware of the multi use <br />nature of this system, and separate commuting bicyclists from recreational and leisurely walkers <br />on the concrete trail. <br /> <br />Traffic calming boulevard trees between the sidewalk and Riverdale Drive will also aid in the <br />speeding concern, as well as benefiting this Regional Trail route for generations. <br /> <br />04/03/2009 <br />
