<br />Councilmember Dehen asked if it is advisable to resurface the tennis courts because there always <br />appear to be issues with overlays where the cracking underneath becomes the first place that <br />cracks following an overlay. <br /> <br />Parks Supervisor Riverblood stated the tennis courts have cracks in them but the blacktop is not <br />deteriorated. He explained that some work will include routing out a narrow piece of that crack <br />so that the crack is less likely to be prominent. He stated the bid from Upper Midwest includes <br />an add-on alternate for approximately $5,000, which involves a new technology that warrants <br />that those cracks will not re-appear. He added he did not research this new technology, but given <br />the extremes in Minnesota's weather, he questioned whether the new crack patch alternate would <br />truly prevent cracking from reappearing. <br /> <br />. Councilmember Look asked if staff is confident that Upper Midwest Athletic Construction is the <br />lowest responsible bid. <br /> <br />Parks Supervisor Riverblood replied in the affirmative. <br /> <br />Councilmember Elvig stated the Park Trust Fund has sufficient funds to pay for this arid stated <br />he would not want to have to repair this tennis court again in five years. He added it might be <br />worthwhile to pay for the add-on alternate now if it provides twenty years of life to the tennis <br />court. <br /> <br />Councilmember Dehen asked if there are other tennis courts in the City that need repairs. <br /> <br />Parks Supervisor Riverblood replied that Titterud Park is past its useful life and needs to be <br />addressed. He stated staff is proposing to come back to the City Council following completion <br />of the 2010 budget with a summary of all park investments, capital improvements, associated life <br />span of all parks, maintenance needs, and a proposed schedule of repairs. <br /> <br />Councilmember McGlone asked if there are any other types of materials that these courts could <br />be constructed of in the future that are less costly to maintain and that would extend the lifespan. <br /> <br />Parks Supervisor Riverblood replied he was not aware of anything, particularly given the climate <br />in Minnesota. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to authorize staff to enter into an <br />agreement with Upper Midwest Athletic Construction of Ramsey to recondition Rivers' Bend <br />tennis courts in the amount of$15,800 from the Park Improvement Trust Fund; this amount shall <br />not include the add-on alternate. <br /> <br />Further Discussion: Councilmember Elvig requested that staff further research the add-on <br />alternate technique and come back to the City Council if further consideration is warranted. He <br />stated he is concerned that the City is spending a lot of money on this project and it may be <br />worthwhile to know more about this new technology and the warranties associated with it. Parks <br />Supervisor Riverblood stated that Upper Midwest's brochure touts a warranty that the product <br />will last a number of years.
