He opined that the add-on crack repair system offered by Upper Midwest <br />might be a perfect application at Titterud Park to challenge the warranty claims made by Upper <br />Midwest. Councilmember Look stated it is the City's responsibility to maintain the tennis courts <br />and it is imperative that they be repaired. He questioned whether it might be appropriate for the <br />City Council to postpone action on this item in order to give staff time to research the guarantee <br />offered by Upper Midwest with its add-on technique. He added he felt it might be worth the <br />investment to pay for the add-on technique now to get a superior product. Councilmember Elvig <br />stated he felt the City Council should move forward with the repairs and have staff come back to <br />the City Council if appropriate. Councilmember Wise stated the courts at Titterud Park are in <br />more dire need of repair and the add-on technique might be a better testing ground there. <br />Councilmember McGlone stated the City would not get a guarantee on the entire court, just a <br />guarantee that it will not crack in that spot again. He stated the additional money was not worth <br />it to him and felt the City should move ahead with the repairs. <br /> <br />Motion carried. Absent: Councilmember Jeffrey. <br /> <br />Case #2: <br /> <br />Consider Acquiring used Equipment for Snow/Ice Operations Adjacent to <br />the Ramsey Municipal Center <br /> <br />Assistant City Administrator Nelson reviewed the staff report and recommendation to purchase a <br />piece of equipment used for snow/ice operations (a 2000 Holder model) with associated <br />attachments from Andover for a purchase price of $13,000. She advised that the Fleet Fund <br />would be used to pay for the equipment; the Fund has a balance of approximately $40,000. She <br />stated the equipment has a ten-year life but because of the low hours of operation, staff believes <br />this is a good piece of equipment to purchase. She added the City mechanic has examined the <br />equipment. <br /> <br />Motion by Councilmember Elvig, seconded by Mayor Ramsey, to authorize staff to acquire a <br />2000 Holder, model C-240, for a price of $13,000 plus applicable taxes. <br /> <br />Further Discussion: Councilmember Look asked where staff anticipates using the equipment. <br />Assistant City Administrator Nelson stated the equipment would be used on the plaza area, <br />which has a considerable amount of clearing that needs to be done; it could also be utilized by <br />the Public Works staff. Councilmember Dehen asked what the City has used in the past. <br />Assistant City Administrator Nelson replied the City uses a four-wheeler with a plow attachment <br />on the front; staff also hand shovels the snow into the street and Public Works staff come by with <br />the plow. She stated the four wheelers belong to the Police Department and would be kept by <br />the Police Department. Councilmember McGlone stated he has previously voiced his <br />disappointment regarding the snow removal efforts of the City and felt this equipment would <br />help with these efforts. Councilmember Look stated he felt this equipment represents a good buy <br />but was concerned that the equipment is in its ninth year of a ten-year lifespan, which will likely <br />result in the City having to put money into replacing the equipment at some point in the future. <br />He stated he would like to go on the record that the City's snow removal needs will be costly in <br /> <br />City Council / May 26, 2009 <br />Page 5 of9 <br />
