Absent: Councilmember Jeffrey. <br /> <br />Case #3: <br /> <br />Authorize to Seek Proposals for Nuisance Abatement Services <br /> <br />Police Chief Way reviewed the staff report to advertise for Request for Proposals for abatement <br />servIces. <br /> <br />Councilmember McGlone excused himself from the discussion. <br /> <br />Councilmember Look requested clarification regarding how the City will obtain proposals when <br />each abatement situation is different. <br /> <br />Police Chief Way stated that staff currently escorts the abatement contractor to the specific <br />property and tells them what needs to be done; the contractor then provides its price for <br />completing the requested work. <br /> <br />Councilmember Look stated that sometimes environmental contaminants are found on a site, <br />resulting in unforeseen additional expense to the City. He asked how the City can protect itself <br />against someone low balling to get the award, then coming back and adding more expenses for <br />unforeseen contaminants. <br /> <br />Police Chief Way stated that staff will have safeguards written into the contract for that type of <br />scenario. <br /> <br />Councilmember Dehen questioned the need to do an RFP for abatement services and asked why <br />they cannot be performed on a case by case basis. <br /> <br />Police Chief Way stated it is very time-consuming for staff and pointed out that mowing is <br />proposed to be included in this RFP. He stated there is an increased need in the City for <br />abatement services and having a contract in place will save time and money for the City. <br /> <br />City Attorney Goodrich stated that in his opinion, the City has notched up its professionalism <br />with its abatement contractors. He stated that in choosing a responsible contractor who is <br />capable of doing its job, the City will have on hand a contractor with the expertise and equipment <br />to perform all required services in what is often a difficult situation. He stated another reason to <br />have an RFP is to show the public and a Judge if it goes to court that the rates charged for the <br />abatement services were reasonable. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to adopt Resolution 09- <br />05-112 to authorize staff to formally advertise for "Request for Proposal" for abatement services <br />with the intended purpose to secure a contract with a vendor for two years. <br /> <br />City Council / May 26, 2009 <br />Page 6 of9 <br />
