<br />Further Discussion: City Attorney Goodrich stated that Councilmember McGlone is abstaining <br />from discussion and voting on this item because he is in this type of business and may submit a <br />proposal to the City. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey and Councilmembers Elvig, Look, Dehen and <br />Wise. Voting No: None. Abstain: Councilmember McGlone. Absent: Councilmember Jeffrey. <br /> <br />Case #4: <br /> <br />Proposal to Establish Turf in Front of the Municipal Parking Facility <br /> <br />Assistant City Administrator Nelson stated the Happy Days Committee is beginning to plan this <br />year's festival and is considering bringing the event closer in and house the band and .food <br />vendors on the Town Center side of the street with more active events on the north side of <br />Sunwood. She stated staff has previously placed wood chips in the area in front of the parking <br />ramp to keep the dust down and staff is considering putting turf there. She added this area could <br />serve as an extension of the Municipal Center lawn prior to development occurring there or until <br />the park across the street is completed. She indicated staff received an estimate of approximately <br />$15,000; Public Works staff has also prepared an estimate to do the work in-house at a cost of <br />approximately $5,000. She indicated this would be paid for through the RTC letter of credit <br />proceeds, which currently has a balance of$153,000. <br /> <br />City Administrator Ulrich indicated this is a developable site and the City does not currently own <br />the property; the City will take ownership at the end of June. <br /> <br />Councilmember Wise stated he assumed the City will impose its own topsoil requirements, <br />which will result in additional trucking costs. <br /> <br />Assistant City Administrator Nelson stated there is not a principal structure on this site, so under <br />the current Ordinance, if the City initiated work prior to that becoming effective, the top soil <br />requirements would not apply to this project. <br /> <br />Councilmember Dehen stated there is a park planned across the street and' asked why <br />consideration is not being given to putting turf on this parcel instead. <br /> <br />Mayor Ramsey expressed concern regarding the turf and did not feel it was wise to spend money <br />on a temporary improvement. <br /> <br />Councilmember Elvig stated there were previous discussions about having a car show, flea <br />market or similar types of events in the parcel adjacent to the parking ramp. He stated this may <br />represent a reasonable improvement that would cut down on the dust. He indicated he felt if <br />staff can complete the work for $5,000, it should be done. He agreed with Councilmember Wise <br />regarding the topsoil requirements. <br /> <br />Councilmember Look stated this would be a nice improvement but it falls into the category of <br />"want" not "need." He added based on the number of people that will come through the area, the <br />grass will get trampled down; as a result, he will vote against the proposal. <br /> <br />City Council / May 26, 2009 <br />Page 70f9 <br />
