<br />A few options have been discussed for either a site specific fix, or a more regional solution. The <br />property owner talked through all the improvements that he has undertaken to correct this <br />standing water concern on his own, and he is now requesting assistance from the City to help <br />resolve this issue. <br /> <br />Motion to recommend City Council approach this as an isolated concern and work with the <br />resident by providing staff time and information so that the neighbors can correct this on their <br />own. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #3 <br /> <br />Consider Establishing a Railroad Quiet Zone <br /> <br />Background: <br /> <br />Staff feels the biggest topic in this discussion is whether to treat the entire City as a quiet zone or <br />move forward with pursuing the quiet zone for the two miles that currently meet the technical <br />requirements for creating a quiet zone. <br /> <br />It was then discussed to move forward with the quiet zone for the completed intersections and <br />begin work on all the other intersections to get a quiet zone in those areas. <br /> <br />Motion to recommend to the City Council that staff be directed to: <br /> <br />1. Prepare a notice of intent to create a new quiet zone for the two mile segment from <br />the eastern City limits through the Ramsey Boulevard intersection; and <br />2. Draft a letter requesting Anoka County to acknowledge and support the notice of <br />intent; and, <br />3. Draft a letter requesting the City of Elk River to consider joining the extension of the <br />created zone. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #4 <br /> <br />Consider Request for Priority Streetlights in Ramsey Town Center <br />Intersections of Civic Center Drive with Rhinestone and Sapphire Streets <br /> <br />Background: <br /> <br />Staff is recommending to install priority streetlights at the intersection of Civic Center Drive <br />with Rhinestone and Sapphire Streets. There will be a nominal fee for the installation ($300 - <br />$500). The light itself has already been paid for but there is still the installation cost. <br /> <br />Motion to recommend to the City Council that staff be directed to install a light near the medical <br />facility at the intersection of Civic Center Drive and Rhinestone for no cost from Connexus. <br />
