A few options have been discussed for either a site specific fix, or a more regional solution. The
property owner talked through all the improvements that he has undertaken to correct this
standing water concern on his own, and he is now requesting assistance from the City to help
resolve this issue.

Motion to recommend City Council approach this as an isolated concern and work with the
resident by providing staff time and information so that the neighbors can correct this on their
own.

Action:

Ratify the recommendation of the Public Works Committee.

Case #3

Consider Establishing a Railroad Quiet Zone

Background:

Staff feels the biggest topic in this discussion is whether to treat the entire City as a quiet zone or
move forward with pursuing the quiet zone for the two miles that currently meet the technical
requirements for creating a quiet zone.

It was then discussed to move forward with the quiet zone for the completed intersections and
begin work on all the other intersections to get a quiet zone in those areas.

Motion to recommend to the City Council that staff be directed to:

1. Prepare a notice of intent to create a new quiet zone for the two mile segment from
the eastern City limits through the Ramsey Boulevard intersection; and
2. Draft a letter requesting Anoka County to acknowledge and support the notice of
intent; and,
3. Draft a letter requesting the City of Elk River to consider joining the extension of the
created zone.

Action:

Ratify the recommendation of the Public Works Committee.

Case #4

Consider Request for Priority Streetlights in Ramsey Town Center
Intersections of Civic Center Drive with Rhinestone and Sapphire Streets

Background:

Staff is recommending to install priority streetlights at the intersection of Civic Center Drive
with Rhinestone and Sapphire Streets. There will be a nominal fee for the installation ($300 -
$500). The light itself has already been paid for but there is still the installation cost.

Motion to recommend to the City Council that staff be directed to install a light near the medical
facility at the intersection of Civic Center Drive and Rhinestone for no cost from Connexus.
