The benetit is utilizing the easement in the right of way to construct a pipe down Riverdule Drive where all other properties can event\Jally connect to. Vice Chair Dehen asked what is the detriment. City Administrator Kurt Ulrich responded by stating this site is important to the City and it is a. potential area to the Armstrong interchange, For the long term it will add the most value to the property to get the project done. Mayor Ramsey mentioned the possibility of the interchange in the future and with that is not sure if he wants to go, through with the cost of oversizing the pipe. Absent: Councilmember Elvig , Case #3: Consider a Request for the County to Install a Crosswall( at the Intersection of 161slAvenue and Armstrong Blvd N'W Assistant City Engineer Steve Jankowski explained that staff waS contacted by Mr. Pat Surma who resides at 7930 161 sl Lane with a number of s\.~ggestions of improving the safety of the intersection which. consists of four elements of placing a crosswalk at the intersection on Armstrong Boulevard, Those elements are 1) Place a crosswalk across Armstrong Boulevard 2) Add a second Stop sign on the west leg of this intersection 3) Clear brush on the west leg of the intersection to improve visibility of the existing stop sign 4) Place a Dashing yellow light at the requested crosswalk to add extra emphasis for it. With Armstrong Boulevard being in the jurisdiction of Anoka County Highway Department the City can only make a written request to consider these things, and that is staff's recommendation for doing.
