The State of Minnesota needs a resolution from Council authorizing the
execution ofthe 2009-2012 agreement. All shifts are overtime, paid in full by the
State grant program. This grant is for county-wide saturation efforts, with
enforcement being done in targeted areas, similar to the OWl Task Force
operations. Ramsey PO would host saturations within our city limits, bringing
extra traffic enforcement on our streets that we would otherwise not be able to
provide. No patrol shifts will be shorted, and the only additional expenses to the
city would be fuel costs, potential court time, and a minimal increase in clerical
time to process reports. This program has been very successful in Ramsey and
we would like to continue this partnership with the State of Minnesota and Anoka
County law enforcement agencies to keep our roadways safe.

Recommendation:

Staff requests adoption of Resolution #09-XXXXX authorizing the execution of
the required Safe and Sober Campaign agreement with the State of Minnesota.

Council.Action:

Motion by City Council to adopt Resolution # 09-XXXXX , authorizing the
execution of the agreement with the State of Minnesota Department of Public
Safety for the 2009-2010 participation in the project.

Reviewed by:

Police Chief Jim Way
City Administrator Kurt UI IC
