<br />CASE # , <br /> <br />MAINTENANCE EXPECTATIONS FOR RTC PROPERTIES <br />By: Grant Riemer, Public Works Street Supervisor <br /> <br />Background: <br /> <br />As of June 26th, 2009 the City of Ramsey purchased the remaining foreclosed properties in the <br />RTC projectand subsequently, will be responsible for general'maintenance and upkeep. Staffis <br />seeking direction on what level of maintenance would be desired by Council on these pr9perties <br />until their sale. The maintenance standard for the Municipal Center has been established and is <br />attached for review later in this case. <br /> <br />Observations: <br /> <br />Some areas of maintenance will obviously be ongoing, which would include, litter control and <br />mowing. Some areas will only need to be addressed during the initial clean up phase, such as <br />dirt leveling and construction debris clean up. <br /> <br />The first phase of maintenance will consist of litter pick up and the leveling of dirt mounds, in <br />. preparation for mowing. The maj ority of this work will be completed in 7-10 days. The cleanup <br />will start along Sunwood Drive, as this is our most visible street, and move outwards from there. <br /> <br />The next phase of clean up would include mowing and small volunteer tree removal. Volunteer <br />trees around sedimentation ponds would be removed during the winter months. The time frame <br />for this phase will be determined by what level of maintenance is desired. <br /> <br />The third and final phase would be ongoing maintenance such as mowing and litter control. <br />Ongoing litter control, in the past, was handled by our Department of Corrections workers. Due <br />to budget constraints this activity will now be handled by Public Works staff. The time frame <br />will be determined by frequency and maintenance level desired. <br /> <br />Statf performed an inventory of the affected properties and recommends the following: <br /> <br />Litter removal -general (as needed or dedicated hours per week?) <br />Leveling Iremoval -dirt, rock, and wood chip piles (initial phase only) <br />Mowing -level to be determined (height/frequency/area to be mowed?) <br />Volunteer tree removal-Siberian elms/cotton wood-(level to be determined) <br />Silt fence -installationlremo:val (<3.8 need~d.) <br />Storm water maintenance aroundoutfalls-erosion (as needed) <br /> <br />1 <br />
