<br />training that would be offered and the business would be named Ramsey Firing Range and Pro <br />Shop. He stated his vision to start low and eventually build it similar to a range and tactical <br />training facility in Scottsdale, Arizona. <br /> <br />Mayor Ramsey asked Mr. Bulask to provide his background. <br /> <br />Mr. Bulask stated that he was a mechanical engineer and had formerly been a Green Beret <br />Ranger. He also had other skills including areas of nuclear biological weapons and warfare. He <br />had worked for several different companies and felt this business would fill a need in the City <br />that is not currently available in the State of Minnesota at.a tactical level. <br /> <br />Councilmember Dehen thought that any time a business wanted to come to the City of Ramsey, <br />it is a good thing. He stated that while he did not think he would be a user of the business he <br />knew of others who would be interested. He questioned what the City's cost would be and what <br />the City would be giving up to have the business in the Ramsey. <br /> <br />Economic Development Coordinator Sullivan advised that this issue had been reviewed from a <br />high level. He advised that this was a concept plan and explained that staff was reviewing the <br />area for TIF incentives to see if assistance could be provided. He was unsure that Mr. Bulask <br />was set on this location and thought he could be interested in other locations in the City as well. <br />He advised that there had been a lot of inactivity in the area discussed and it has struggled for the <br />past five to seven years. He stated that this project would take an older building and dress it up. <br /> <br />Councilmember Dehen questioned if the building was currently owned by the City. <br /> <br />Mr. Bulask stated that Economic Development Coordinator Sullivan had taken him to several <br />locations. He stated that he and his partner did look at another site prior to the meeting tonight <br />but felt this building would look nice with the renovations. Mr. Bulask commented on the high <br />number of licenses required and need for this service. <br /> <br />Mayor Ramsey questioned what participation the City may have in the process. <br /> <br />Councilmember Dehen advised that this would need to go back to the EDA but thought it would <br />be a great amenity to the City. <br /> <br />Economic Development Coordinator Sullivan stated that the EDA and staff would need direction <br />from the Council, or at least consensus, on whether or not to pursue a concept plan. <br /> <br />Councilmember Elvig stated that retail is retail and he thought this business would draw people <br />into that area, which is what the City is looking for. He stated he was in favor of the archery <br />range but the concept plan was more retail than he originally thought it would be. He did not <br />think that the business would be a wrong fit in the area. <br /> <br />Councilmember Dehen thought that there would be more visibility along the Highway 10 <br />Corridor. <br /> <br />City Council Work Session I July 28, 2009 <br />Page 2 of9 <br />
