<br />Mayor Ramsey stated the business would be a destination so traffic would not be an issue. <br /> <br />Councilmember Jeffrey questioned if the other businesses connected to the building would be <br />impacted by the noise. <br /> <br />Mr. Bulask stated that you would not be able to hear anything from behind the walls. He stated <br />that the builder would contain the noise and other types of pollution that would be an issue with <br />an outdoor range. <br /> <br />Councilmember Wise questioned the watermain. <br /> <br />Public Works Director Olson reported that the watermain was located at Quicksilver and 167th <br />Avenue, and estimated the cost to be about $50 to $60 per foot. He advised that they would need <br />to waive the hook-up to City sewer, as the connection was not near that area. <br /> <br />Councilmember Wise thought that this would potentially help the Rum River Hills golf course as <br />well. <br /> <br />Councilmember McGlone and Mayor Ramsey were both in favor of the business. <br /> <br />Councilmember Dehen stated that he would like to get more information and was not certain on <br />the location. <br /> <br />Mr. Bulask advised that there were other locations but this building worked for the options that <br />he would like to pursue. <br /> <br />Economic Development Coordinator Sullivan stated that he had brought Mr. Bulask to several <br />available locations and this was the location he liked best. He recommended this request follow <br />the normal process rather than bringing sites and the amount of City assistance linked to each <br />site. <br /> <br />There was consensus to move forward and gain additional information, along with the costs to <br />City and the cost to bring water to the site. <br /> <br />2) Review City Ordinance in Regard to Operation of Snowmobiles and ATVs <br /> <br />Police Chief Way reviewed the staff report. <br /> <br />Councilmember Dehen questioned the rationale that people would not be allowed to drive up and <br />down the road with their children on anATV, or on a snowmobile. He did not see a problem <br />with that activity as long as people obeyed the rules. <br /> <br />Police Chief Way stated that in his experience, A TV s and motor vehicles do not mix. He <br />explained that cars do not look for A TV s and people often add an additional passenger to an <br />A TV, when it would not be allowed. He stated that per State Statute, with proper registrations, it <br />is legal to ride an A TV on a public road and estimated that ten percent of A TM users were <br /> <br />City Council Work Session / July 28, 2009 <br />Page 3 of9 <br />
