<br />CASE # a <br /> <br />CONSIDER 2008 STORM SEWER IMPROVEMENTS. <br />By: Steven Jankowski, City Engineer <br /> <br />Background: . <br /> <br />Recall that at the June 19, 2008 Public Works Committee meeting staff presented several storm <br />water issues that are brought to its attention through citizen complaints. Below is a brief <br />description of drainage issues being evaluated for possible correction in 2008, <br /> <br />.. 16350 Kangaroo Street - A majority of the right~of-way drains to one location within the <br />cul-de-sac and flows through an easement along the property line to a larger drainage <br />and utility easeznent encambering a wetland system behind the residences. This <br />concentrated flow is creating an erosion problem along the property line and within the <br />naturally occurring ditch system in the wooded area behind. Stabilization is required <br />along the eroded areas <br />_ 6941 152ntfAven~e - Drainage from Jaspar Street is transmitted from the street via a <br />bituminous spillway and is supposed to flow through an easement along the property line <br />to a wetland, The grade is relatively steep ~d the flow is not staying within the easement <br />and is causing erosion. A line of mature pine trees along the northerly property line of <br />6941 152nd Avenue prevents the likelihood of turf ever becoming established. The <br />property owner reports that water sometimes flows into his nearby outbuilding. <br />.. Llama Street and 163rd Avenue - A short segment of storm sewer is hi place west of this . <br />-intersection. However flow to this system originates over 1500 feet to the south near the <br />intersection of Llama and 163 rd Avenue, a distance of over twic.e that recommended for <br />curb"line flow..A large portion of 163rd Avenue is inundated duringstonns. To make <br />matters worse the flow washes large quantities of pine needles onto the existing catch <br />basin which plugs the basin. Water then overflows the crown of the .163 rd Avenue and <br />flows down the driveway and into the property located at 8411 .163rd Avenue. ... <br />. Kamacite Street and 148'h Lane/Avenue - There is substantial ponding on thecorrimon lot <br />line between 7062 148th Lane and 7061148lh Avenue. Thi& storm water is generated from <br />several contiguous private properties. Both property owners have expressed interest in <br />resolving this issue. <br />-6043 Highway J 0 ~ This building is the .former Parabody building on Highway 10 which <br />is located immediately west of the Anoka~Hennepin Technical College parking lot. This . <br />property has three catch basins located on its east side which have been designed to <br />percolate stonn water into the sandy soil, These catch basins work' poorly and water <br />stands for days after heavy rain or snow melt events. Several years ago astonn sewer was <br />constructed through the north side of the property which transmits storm water from the <br /> <br />47 <br />
