<br />Further Discussion: Public Works Director Olson stated that he feels an alignment study needs <br />to take place. He stated that he agrees that this acquisition will be needed in the future, but feels <br />this acquisition may be a little early. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Mayor Ramsey and Councilmember McGlone. <br />Voting No: None. Absent: Councilmember Dehen. <br /> <br />Chair Elvig suggested making a recommendation to the Finance Committee that there may be a <br />fair amount of merit in acquiring this property. He asked about a traffic study to give more <br />information to the Finance Committee. <br /> <br />Public Works Supervisor Olson reiterated his suggestion that an alignment study should be done. <br /> <br />Chair Elvig suggested that alignment options, not a traffic study, be completed by the next <br />Finance Committee. <br /> <br />Mike LeBlanc, 7560 149th Avenue NW, owner of the property, stated that he thought this is <br />proposed as an MSA road. He asked for assurance that his home parcel, which is just east of this <br />parcel, would not be affected by these plans. <br /> <br />Chair Elvig agreed that it had been ghost platted as an MSA road, but the City doesn't know <br />exactly what will happen in the future. <br /> <br />Case #2: <br /> <br />Consider Amendments to the Topsoil Ordinance <br /> <br />City Engineer Himmer reviewed the staff report and showed some soil samples. <br /> <br />Chair Elvig stated that he feels the ordinance will need to be tweaked so what is being done <br />matches the ordinance. <br /> <br />City Engineer Himmer noted that his recommendation changed a bit from what was put in the <br />staff report and is now to have a minimum organic content of 25% and a maximum sand content <br />of30%. <br /> <br />Councilmember McGlone stated that compost is also an option, which may be more cost <br />effective. <br /> <br />City Engineer Himmer stated that this use is included in the ordinance, but it would be in their <br />hands to show us that it meets the ordinance. <br /> <br />Mayor Ramsey stated that the City worked hard on this ordinance and questions why it wouldn't <br />stick to the standards andjust have the companies create the topsoil that is required, rather than <br />relax the standards.
