WHEREAS, the adoption of this Joint Powers Agreement has been authorized by <br />the City Council of the City of Ramsey and by the City of Nowthen. <br />NOW, THEREFORE, it is hereby agreed by and between the parties hereto as follows: <br />1. GENERAL PURPOSE. The purpose of this Agreement is to provide for the joint <br />use by the parties of the Ramsey fire stations located- at 15050 Armstrong Boulevard <br />and 15153 Nowthen Boulevard and the apparatus and equipment housed at that station <br />from time to time by Ramsey and the joint use by the parties of the Nowthen fire <br />station located at 19888 Nowthen Blvd and the apparatus and equipment housed at that <br />fire station from time to time by Nowthen for the purpose of providing emergency fire <br />and rescue service to those areas of Ramsey and Nowthen set out in this Agreement, or <br />which may be provided to other areas of Ramsey or other municipalities through <br />mutual aid. <br />2. JOINT POWERS BOARD. <br />A. A Joint Powers Board ("Board") is hereby created for the purposes of: <br />i. Reviewing and advising Nowthen and Ramsey on the coordination of <br />emergency fire and rescue operations between Nowthen and Ramsey. <br />ii. Planning, coordinating and advising Nowthen and Ramsey on <br />equipment and apparatus purchases as well as fire and rescue personnel <br />staffing needs by Nowthen and Ramsey. <br />iii. Reviewing the Ramsey and Nowthen fire budgets and advising Ramsey <br />and Nowthen on fire budget issues. <br />iv. Setting rates to be charged to Ramsey and Nowthen under this <br />Agreement. <br />B. The Board shall have only those powers specifically provided for in this <br />contract. The Board may from time to time make recommendations to Ramsey <br />and Nowthen on emergency fire and rescue service issues and may propose <br />amendments and supplements to this contract but shall have no power to. <br />approve such amendments or supplements. <br />C. The Board shall consist of two voting members of the City of Nowthen and <br />two voting members of the City Council, appointed by their respective City <br />Councils'. Such appointees shall serve on the Board only so long as they hold <br />office on their respective City Council. Any member of the Board may be <br />removed from the Board and replaced by the entity (City Council) which <br />2 <br />
