appointed such member upon a majority vote of such appointing City Council. <br />Initial appointments to the Board shall be made within 3.0 days of the execution <br />of this Agreement by Ramsey and Nowthen. <br />D. Two members of the fire department, one of which will be the Fire Chief or his <br />designee and the other who shall be appointed by the Board, shall provide <br />advice to the Board but will have no voting power. However, it is the intention <br />of the parties that the advice of the fire chief regarding equipment needs be <br />given a high degree of deference in that both communities will benefit <br />financially from the, coordination of equipment purchases, while recognizing <br />that the final decision to authorize the actual purchase of such equipment rests <br />with Nowthen and Ramsey, respectively. <br />E. In the event that the Board deadlocks on a decision which must be made in <br />order for adequate emergency fire and rescue services to be provided under this <br />Agreement (such as approving the rates to be charged Ramsey and Nowthen) <br />the parties agree to appoint one of the following people, in order of preference <br />as listed below, as a temporary fifth Board member for purposes of voting on <br />the deadlocked issue, provided that no such fifth member may be a resident of <br />either Nowthen or Ramsey: <br />i. President of the Anoka County Fire Protection Council <br />ii. Anoka County Sheriff <br />iii. Chair of the Anoka County Board <br />_iv. The fire chief from an area municipality, said fire chief to be chosen by <br />the Board from time to time as the Board sees <br />it, provided that the <br />Board shall initially choose this person as its first Board meeting. <br />F. The Board shall hold a minimum of four regular meetings in the first calendar <br />year and at least two regular meetings annually thereafter, one in January and <br />one in July. The Board may schedule regular or special meetings more <br />frequently if desired by the Board. Unless. the Board fixes a different meeting <br />place, the meetings shall be held alternately at Nowthen' and Ramsey's public <br />meeting place. Meetings of the Board are subject to the Open Meeting Law, <br />Minn. Stat., Chapter 13D. <br />G. At least annually the Board shall meet to review the performance of the fire <br />department, costs of service, equipment needs, rates and charges, and other <br />matters governed by this Agreement. The Board shall make recommendations <br />to Nowthen's City Council and Ramsey's City Council regarding fire and <br />emergency response services. <br />
