<br />Amended motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Dehen, <br />McGlone, and Wise. Voting No: Councilmember Look. <br /> <br />Case #5: <br /> <br />Consider Future Use of Property Located at 7157 Highway #10 NW <br /> <br />Economic Development Coordinator Sullivan reviewed the staff report. He noted that there has <br />been $35,000 set aside for demolition, not $10,000 as was stated in the case. <br /> <br />City Attorney Goodrich noted that there is a restrictive covenant on this property so it cannot be <br />leased or sold to a competitive business. <br /> <br />Councilmember Wise suggested that the City approach the same people that were approached for <br />possibly leasing Ralph's Gun and Pawn. He stated that he would like to pursue that option <br />before tearing it down. He stated that he thinks the City can just charge the rental amount that <br />will cover the taxes. <br /> <br />Councilmember Dehen stated that if the City keeps just getting our tax base out of it, it will <br />negatively affect the rental market in the area. <br /> <br />Councilmember Elvig stated that he doesn't feel staff has been directed to just go for whatever <br />will get us the tax base, but closer to market rate. He stated that this one doesn't present the <br />eyesore. that the previous property did and noted that it also has better access. He suggested <br />giving it six months of marketing to see if something can be done to get a tenant. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to have Premier Real <br />Estate market the property for six months. <br /> <br />Further Discussion: Councilmember McGlone asked how much the City will be charged to <br />market the property and noted that he doesn't want to pay a nickel to do it. Councilmember <br />Look asked if the City can go out and find out what other firms may be available to market these <br />properties on a commission basis. Councilmember Dehen asked if the City has to only have one <br />firm marketing the property and asked why there couldn't be a sign on the property with a phone <br />number for people to call ifthey have interest in the property. <br /> <br />Amended motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to remove <br />Premier Real Estate from marketing this property, and to put out a sign with a phone number, at <br />the City, for people to contact. <br /> <br />Further Discussion: Councilmember Jeffrey stated that he wants to make sure that there isn't a <br />lot of staff time spent on this issue. There was discussion about the proper use of RALF funds in <br />this situation. Economic Development Coordinator Sullivan reviewed the property taxes that <br />will need to be paid by the City if this property isn't leased. He asked about the parameters for <br />him to lease this property, for example, what lease price the Council is looking for. <br />Councilmember McGlone stated that since this property cannot be used for the same purpose, <br />this severely limits what the City can do with the property and the tenants that can lease it. <br />Councilmember Look stated that he thinks the City needs to look at the current market pricing <br /> <br />City Council / August 11, 2009 <br />Page 8 of 11 <br />
