Councilmember McGlone left the meeting at 10:40 p.m. <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to adopt Resolution #09- <br />09-210 adopting "proposed" 2010 General Fund budget. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Look, Dehen, Jeffrey, and <br />Wise. Voting No: None. Absent: Councilmember McGlone. <br />Case #11: Authorize Contract for Roof Replacement at Woodland Green Park, Solstice <br />Park, and Elmcrest Park <br />Deputy City Administrator Nelson reviewed the staff report. <br />Councilmember Dehen asked what was the legal basis for bringing this back. <br />City Attorney Goodrich responded the Statute indicated this required a unanimous vote by the <br />Council, even if a Councilmember was absent, except for a Councilmember who had to abstain <br />due to a conflict. <br />Councilmember Look stated Councilmember McGlone had excused himself from this vote as he <br />was an interested party. <br />City Attorney Goodrich explained the Statute. <br />Councilmember Look stated he was in favor of a Councilmember giving the community a break <br />but he was not in favor of not allowing a Councilmember to submit a quote. <br />Mayor Ramsey noted this Councilmember had no idea of what the other quotes were. <br />Jan Brock, 15240 Kangaroo Street NW, asked if this was an open quote process. <br />Mayor Ramsey responded it was open for public quotes. <br />City Attorney Goodrich explained the difference between bids and quotes. He noted bids had to <br />be made when the project was over $100,000 with notice. He stated that for anything under <br />$100,000, only quotes were necessary. <br />Motion by Councilmember Look, seconded by Councilmember Wise, to adopt Resolution #09- <br />09-211 authorizing staff to enter into a contract with Contractors & Consultants, Inc. for roof <br />replacement of kiosks/gazebos at Woodland Green Park, Solstice Park, and Elmcrest Park. <br />Further discussion: Councilmember Jeffrey stated he was absent from the last meeting and <br />believed this was the appropriate action. <br />A roll call vote was performed by the Recording Secretary: <br />City Council /September 8, 2009 <br />Page 21 of 23 <br />
