4. REFINE THE MASTER PLAN

Based on a comprehensive process of vetting the range of alternatives, the HKGi/MSA
team will develop a preferred master plan in graphic and narrative form. In this phase
of the work, the master plan will be comprehensively examined to determine phasing,
budgets, operational needs, Iifecycle costs, event capacity and programming. It is critical
that the master plan express a physical vision for the East Meandering Commons Park as
well as function as an implementation tool.

We will meet with City Staff and the Steering Committee to review the results of the
community open house and confirm the design elements and specific design strategies
to include in the development of a preferred master plan.

Master

Our team will develop the preferred master plan based on community input and direction
from City Staff and the Steering Committee. The preferred plan will incorporate park
preferences, program elements, design principles and sustainability initiatives thatsupport
community values and interests. The Preferred Master Plan package will include an
illustrative site plan, a preliminary grading and drainage plan, landscape plan, site sections
and sketches to communicate the design intent.

Cost

We will prepare cost estimates for construction, operating and maintenance of the park
project. The cost estimates will provide the foundation for seeking grant opportunities
and establishing phasing for financing, and constructing of the park.

5. IMPLEMENTATION STRATEGY

Based on an approved master plan and project budget, the HKGi/MSA team will prepare
a phasing plan for financing and constructing the project. The phasing strategy will be
expressed in a plan graphic and narrative description. The plan and narrative will be
included within the master plan report document.

SOl/fCeS

A focus of the implementation strategy will be to examine which grant programs may have
a strong fit relative to components of the master plan. HKGi has developed unique grant
seeking programs to assist us in gaining a better handle on what funding opportunities
exist. Our intent will be to connect available grant funding sources with plan elements
that support those funding streams. This may help position the master plan in a manner
that will most effectively leverage the potential grant dollars.

The HKGi/MSA team will meet with City Staff and the Steering Committee to review and
seek comment on a draft of the preferred master plan, cost estimates and budgets,
phasing strategies and potential grant opportunities.

SCOPE OF WORK

HKGi
Park Design Services - Page 33
