Jon B. Horn, P.E.
Project Advisor, Construction, Engineering Coordination

Relevant Experience

North Central Business District Redevelopment, Anoka, MN - Project Engineer. Kimley-Horn
is providing preliminary and final design ?nd construction phase services for the redevelopment of
1.5 blocks of the city of Anoka's North Central Business District. The project includes the
construction of five new mixed-use buildings. Other tasks include streetscape design and the
preparation of design plans for the reconstruction of adjacent public streets.

Main Street Improvements, Anoka, MN - Project Manager. Kimley-Horn is assisting the city of
Anoka with the reconstruction of a one-mile segment of Main Street. A team of engineers and
landscape architects is working with city staff to assess possible access consolidation and closure
opportunities, pavement designs, urban design and landscape improvements, and the modification
of the current roadway section from a four-lane undivided design to a four-lane divided design.
The project includes a significant public involvement process, including monthly meetings with the
Anoka Business and Landowners Association and other community leaders.

Northwest Quadrant Redevelopment, New Brighton, MN - Project Manager. Kimley-Horn is
providing comprehensive site design services for the Northwest Quadrant redevelopment in New
Brighton. The project includes the redevelopment of 100 acres of industrial property along Old
Highway 8 to residential and office/commercial development. The project includes the site design
of a mixed-use site with special public streetscape improvements, trails and sidewalks,
landscaping, lighting, parks and public open space, ponds, entry monumentation, and a pedestrian
bridge crossing over an existing railroad line connecting the development to an adjacent regional
park. We also have assisted city staff and the redevelopment team in the planning, design, and
construction of roadway, trails, storm drainage, sanitary sewer, water main, and landscape/urban
design improvements. The redevelopment property includes numerous environmental
contamination and geotechnical issues requiring significant soil correction efforts. The project also
has required a significant developer and agency coordination effort including Rottlund Homes,
George Sherman and Associates, the Minnesota Pollution Control Agency, Mn/DOT, Ramsey
County, and the Rice Creek Watershed District.

Bruce Vento Trail Construction, Maplewood, MN - Project Manager. Kimley-Horn provided
design and construction phase services for the 2,000-linear-foot extension of the Bruce Vento
Regional Trail from north of Beam Avenue to north of 1-694. The project required significant
agency involvement including the city of Maplewood, Ramsey County Parks, Ramsey County
Public Works, Ramsey County Regional Railroad Authority, Burlington Northern Santa Fe (BNSF)
Railroad, Minnesota Commercial Railroad, and Xcel Energy. The project design included
modifications to an existing railroad bridge over 1-694 to allow the trail construction. The project
design and construction was completed under a compressed schedule to meet grant funding
requirements.

Lake Links Trail Improvements, Maplewood, MN - Project Manager. Kimley-Hom has assisted
the city of Maplewood with preliminary and final design services for over a mile of the Lake Links
Regional Trail. The Lake Links Regional Trail is an important east-west regional trail corridor that
runs through the northern portion of the city of Maplewood south of 1-694. As a part of the
preliminary design phase, we evaluated five alternative alignments/designs for the trail segment

EF060172.09 Appendix-?
