Task 3

One of the active-water
components of the East
Meandering Commons Park may
be a splash pad.

Council on the plan
e) Presentation to City Council to gain approval of the design development plans
and authorization. to begin construction documents for Phase I
f) Coordination with PACT school and its authorizer, Bethel University; on design

Study Area Inventory and Analysis
We will review and analyze the parameters and elements of the study area by utilizing
background and study area materials gathered in this task. This inventory and
analysis will provide additional basis for successful design concepts meeting the goals
and objectives defined in Task 1 with the Work Group.

a) Review the history of East Meandering Commons Park and its evolution;
review applicable plans (including existing Town Center documentation) to
gain an understanding of the park design features
b) Complete a physical-visual survey through walking, photographing, mapping
and experiencing the site
c) Gather and review past applicable plans, recent parks plan materials, social
and physical property data; set up background drawings, ete.
d) Identify user demographics and park demand
e) Identify "highest and best" land uses within the service area for planning
purposes by identifying the desirable uses and general area of uses

Deliverable: Analysis and Graphics (PDF format)

Task 4 Design Development Services
Based on the goals and objectives defined in Task 1 with the Work Group and the
analysis in Task 3, we will create two development options. We will then evaluate
these plan options to find the best option for the 7.7 -acre East Meandering
Commons Park parkway based on the goals and objectives defined in Task 1 with
the Work Group. We see the Plan Options task as a truly collaborative process that
incorporates thoughts, ideas and information gathered in previous tasks. Critically
evaluating the Concept Plan Options will be integral to the success of the final design
recommendation for the Concept Plan.

We will explore two Concept Plan Options. The chosen design option will include
landscaping, irrigation, the pedestrian bridge, trails/sidewalks, memorial garden/
promenade, public art, stormwater management, wetland and grading plans. We
will also examine ways to incorporate sustainable design elements into all of these
plans, including water recycle/re-use. Furthermore, while we understand some
preliminary design has been completed for the amphitheater, public feedback during
the re-visioning process leads us to believe that a re-examination of this design is
warranted and will be included here.

6
