He <br />explained that Kimley Horn was very specific on items they would cover and what the City <br />would need to cover cost wise, such as the number of meetings, design services, etc. <br /> <br />Councilmember Dehen questioned if the process was fair. <br /> <br />City Engineer Himmer explained the bid process and that a certain amount of funds would need <br />to be spent before a certain period of time, but additional funds could be spent in future <br />development of the park. He stated that the City knows what they would ultimately like in the <br />Master Plan but is uncertain of the construction process. The Council continued to discuss the <br />RFP process and the services that would be provided. <br /> <br />Councilmember Elvig stated that he was pleased to hear how the process evolved, as the Council <br />directed staff to send this item out to bid. He thought it seemed good that there were ideas on the <br />concept and a start and stop date. <br /> <br />The Council discussed different amenities for the proposed park. <br /> <br />Mayor Ramsey stated he was concerned that because the RFP was not clear, the proposed <br />contractor would come back to the City stating that services were not spelled out in the RFP. <br /> <br />City Engineer advised that the contract was specific in what services would be provided and they <br />certainly could come back to the City for additional funding when the project develops further. <br /> <br />The Council further discussed the proposed contractor and scoring process. <br /> <br />Councilmember Look was concerned that the water recircUlation issue was not being taken into <br />account. <br /> <br />City Engineer Himmer stated that portion of the project would be developed in the Master Plan <br />and advised that those options would develop through the Master Plan process. He explained <br />that portion of the project would be dependent on the funds being obtained. <br /> <br />Councilmember Elvig stated that the water portion is an amenity of the park and it would depend <br />on the ultimate cost. He explained that the different amenities of the park would involve <br />bringing in other specialists under a Master Plan. He advised that this item was to develop the <br />Master Plan, which would develop those items. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Wise, to table consideration of <br />the contract for consulting services for the development of East Meandering Commons Park <br /> <br />Further Discussion: Councilmember Wise stated that the Council is unsure of the vision for the <br />Master Plan. He stated that 4e felt the CoUIicil may spend more money attempting to gain the <br />grant funds and thought that the Council should spend more time on the vision before consultants <br />are brought in. Councilmember Elvig stated that this is the process for developing a Master Plan <br />for a park.
