Mayor Ramsey stated <br />that it was Council direction for staff to go out for an RFP, and recognized that the Council may <br />have acted too quickly and further discussion may be needed. Councilmember McGlone stated <br />that he felt the Council was being pressured to move forward in order to obtain grant funds. He <br />stated that he felt that the Council should possibly delay.the process at this point to ensure that <br />certain elements are included in the plan. City Administrator Ulrich stated that by postponing <br />the item they could request that the bidders include the water recirculation item, as .the original <br />RFP only included the amphitheater. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Look, to call the question. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Look, Wise, and McGlone. <br />Voting No: Councilmembers Dehen, Elvig, and Jeffrey. <br /> <br />Mayor Ramsey briefly recessed the meeting at 9:07 p.m. Mayor Ramsey called the meeting <br />back to order at 9:13 p.m. <br /> <br />Case #6: <br /> <br />Introduction of an Ordinance Amending Chapter 9 of City Code, Related to <br />the Definition of Topsoil <br /> <br />City Engineer Himmer reviewed the staff report and explained why, based on information <br />received today, he changed his recommendation to proceed with the top level of MnDOT soil <br />standards. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Wise, to introduce an ordinance <br />amending Chapter 9 of City Code, related to the definition of topsoil, to'direct the Environmental <br />Policy Board (EPB) to further discuss and review the issue, and to allow staff discretion when <br />working with current applicants. <br /> <br />Further discussion: Councilmember Dehen questioned if there was a soil expert that could assist <br />the City, other than MnDOT. He advised that the sole purpose of this ordinance was to develop <br />a soil that could conserve water in the City of Ramsey. City Engineer Himmer advised that there <br />were soil experts but they each have a different idea of what is the best soil. He stated that there <br />were different options and opinions on the matter. Councilmember Jeffrey suggested taking the <br />recommendation of staff at this time. The Council discussed whether the input of the EPB would <br />be needed. John Enstrom, Ramsey Organic Dirt, advised that the State testing standards have <br />changed from a volume basis to a weight basis. Mr. Enstrom believed that he could work with <br />staff to develop a final answer in lieu of the new standards set by MnDOT.
