<br />Motion by Mayor Ramsey, seconded by Councilmember Wise, to introduce an ordinance <br />amending Chapter 9 of City Code, related to the definition of topsoil and direct staff to use the <br />proposed specifications for outstanding permits that need to be closed. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Wise, Dehen, Elvig, Jeffrey, <br />Look, and McGlone. Voting No: None. <br /> <br />Case #7: <br /> <br />Adopt Ordinance to Amend Chapter 6, Section 6.04 Entitled Recreational <br />Vehicles <br /> <br />Police Chief Way reviewed the staff report and advised of calls and e-mails received. <br /> <br />Mayor Ramsey clarified that this ordinance would not change snowmobile use, with the <br />exception that use would be allowed on designated trails. He clarified that certain recreational <br />vehicles could be used on one's own property if the lot is over one acre within the designated <br />non-use area. <br /> <br />Susan Anderson, resident, stated she was concerned that the use of recreational vehicles on <br />personal property could create a public nuisance. She suggested a lot size of two and one half <br />acres. <br /> <br />Police Chief Way advised that the public nuisance ordinance would still be III effect for <br />enforcement of that issue. <br /> <br />The Council further discussed the issue of lot size and whether the public nuisance ordinance <br />would be strong enough to support enforcement. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Look, to adopt Ordinance #09-14 <br />amending Chapter 6 of the City Code, which is known as the Traffic, Vehicles and Parking <br />Chapter and Section 6.04 entitled Recreational Vehicles of the City Code of Ramsey, Minnesota. <br /> <br />Further discussion: Police Chief Way requested that complaints be forwarded to him so that he <br />could retain the information for tracking purposes. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember McGlone, to amend the motion <br />on the table raising the lot size to two and one half acres. <br /> <br />Motion to amend carried. Voting Yes: Councilmembers Jeffrey, McGlone, Dehen, Elvig, and <br />Wise. Voting No: Mayor Ramsey and Councilmember Look. <br /> <br />Councilmember Dehen confirmed that this ordinance is complaint driven. <br /> <br />Councilmember Look stated that he would vote against the motion as he believed that the lot size <br />should be set at one acre for the use of small machines to be operated on one's own property.
