Motion carried. Voting Yes: Chairperson Elvig and Councilmembers McGlone and Dehen.
Voting No: None.

Case #2:

Consider Right-of-Way Plan for Variolite Street Extension into Ramsey
Town Center

City Engineer Rimmer reviewed the staff report.

Chairperson Elvig asked if the signals could be moved.

Public Works Director Olson responded there had been no desire by the County to move the
signals.

Chairperson Elvig stated considering the road was a collector, wouldn't they want it to be
signalized.

City Engineer Rimmer responded it would be a good idea to have the intersection signalized, but
it would be difficult to get the County to agree to the signal.

Councilmember McGlone asked if the road had to be MSA.

City Engineer Rimmer responded the road met the requirements of State Aid and MSA would
provide funds for the construction.

Councilmember McGlone asked if the citizens in the area had been informed this was an MSA
road.

City Engineer Rimmer responded the road has been designated as an MSA road since the early
1990's and it was on the City's comp plan, so it should not come as a surprise to the residents in
that area.

McGlone asked when this project would start.

Public Works Director Olson responded 2010 was when the acquisitions were to begin, but
Council still needed to decide if this project was important enough to put on next year's CIP.

Councilmember McGlone expressed concern regarding negative feedback from the citizens in
that area.

Chairperson Elvig believed option 3 was the option the Commission should look at.

Public Works Director Olson stated option 3 was doable, but option 3 would be a longer project.

Chairperson Elvig noted it was frustrating the City could not go forward with this soon
considering the pricing of homes in today's market.

Public Works Committee / September 15, 2009
Page 3 of6
