Responses From Other Cities Regarding Whether
They Appoint Alternates to Boards and CommissiOns.

The City of Ramsey is conSiderin~ appointing alternates to some of its boards and commissions
in order to avoid not having a quotn~m, if your City does this, I would appreciate receiving a
copy of your policy or ordinance, as well as any feedback you can offer regarding the
effectiveness of such a policy.

From: Ellen Classen [mailto:EClassen~ci.savage.mn.us]
Sent: Tuesday, August 19, 2003 8:33 AM
To: Givorma Reed
Cc: Sandy King
Subject: FW: [tug] boards and commissions

The City of Savage states in City Code under Boards and Commissions the following statement:
In addition to the membership enumerated herein, the City Council may also appoint up to two
alternate members who may attend all meetings and participate in all discussions but who will
vote only if a regular member of the Commission is absent. If two alternates have been
appointed, said alternates shall take the place of absent members on the basis of seniority.

Hope this information is helpful!

From: Janet Lewis [mailto:jlewisOci.crystal.nm.us]
Sent: Monday, August 1 $, 2003 12:04 PM
To: Givonna Reed
Cc: Marquitta Frost
Subject: FW: [tug] boards and cormnissions

Dear Givomaa:
Hello. Your email was forwarded to me by Marquitta Frost.
The City of Crystal's process of appointing members to boards and commissions is as follows:
An interview with the applicant is scheduled with the Mayor, Mayor Pro Tern, and chair of the
conmtission to determine if the appointment is a "good fit." At the interview', the applicant is
advised about their commitment to the commission. An applicant is formally appointed to a
commission at a council meeting.

Our City Code allows the chair of a commission to recommend to the council removal of a
member for attendance issues. This is stated in each commissions' by-laws. The city council
has only been asked to consider removal of one member of a commission during the last 4 years.

The use of alternate members has not been considered except on the Employee Review Board.

I hope this helps. Please ~iYe me a call if you need more information.

G:~Adn~ilfistration\HumanResources\Comn~issio~lsXPlanning~2003\follow up from 08-14-03 CC n~eeting.doc

~344-
