Jaime Topero, 8.630 10th Avenue South, Bloomington, stated that she is a veterinary technician in
St. Louis Park. She explained that this property has an existing fence that she and her husband
plan to extend. She advised that the reason they had chosen Ramsey for their possible home is to
better fit their dogs., as one of them has a heart condition. She displayed pictures and information
on her dogs to the Commission. She advised that all the dogs had been vaccinated and were
rescue dogs.

Commissioner Rogers stated that it appeared that the Toperos take very good care oftheir dogs.

Mrs. Topero stated that occasionally she would need to bring an animal home from her work that
needed extensive care.

Commissioner Dunaway stated that the applicants may possibly need additional flexibility to
allow for additional animals that she may bring home from work.

Commissioner Brauer questioned if the Toperos would be comfortable with a limit of five dogs.

Mrs. Topero stated that she owns four dogs and would only have one additional dog, or cat, at
any given time.

Associate Planner Gladhill stated that the current ordinance allows for three dogs but staff was
recommending the approval for up to five dogs, being that the homeowner is a veterinary
technician:

Commissioner Cleveland stated that she would not have an issue with the request as the dogs
were small in size. She explained that if the request was for five large dogs it would be another
issue. She suggested putting a limitation the size of the dog allowed.

Chairperson Levine stated that he would not be in favor of adding the limitation. He stated that
personally he would be in favor of having four golden retrievers rather than four Chihuahua.

Commissioner Dunaway commented that it appeared the owner was more in favor of caring for
dogs in need rather than specific breeds or sizes.

Motion by Commissioner Dunaway, seconded by Commissioner Hunt, to close the public
hearing.

Motion Carried.
